White, Chairperson, Ann Puzzello, Timothy Rouse Other Council Members Present: Tom LaFountain, David Varner, Al "Buddy" Kirsits Others Present: Hardie Blake, Don Inks, Murray Miller, Kevin Allen, Aladean DeRose, Rita Kopala, Gary Gilot, Mayor Stephen Luecke, Gregg Zientara, Fire Chief Howard Buchanon, Tom Bodnar Agenda: Bill No. 11 -77 Approving Interlocal Agreement Between South Bend & Airport Authority Karen White, Chairperson of the Health and Public Safety Committee, noted a quorum present, and asked Fire Chief Howard Buchanon, to outline Bill No. 11 -77 under consideration. Chief Buchanon provided 3 hand -outs for the committee (attached.) The first he walked the committee through was a detailed outline of the proposed SBFD training facility. The second was an aerial view of the proposed site adjacent to the by -pass and LWW on Airport Authority property. The third hand -out was a minor change in language to the agreement between the City and the Airport Authority explained by Deputy City Attorney Bodnar. The Chief recounted the need for such a facility, the available funding, and the protracted negotiations with the Airport and the FAA for leasing their property. Nonetheless with agreements now in place for a 20 year lease of land at essentially no cost, the Chief asked for Council approval. Council questions focused on funding for the facility. Chairperson White asked if state funds were being used. The Chief said there were none presently available. Chairperson White asked if other fire departments using the facility would be charged. The Chief assured they would. for. The Chief further noted that the facility infrastructure would be phased in to spread out costs. Gregg Zientara spoke briefly to answer Councilmember Varner's questions about the lease particulars. Chairperson White called for a recommendation to Council. Councilmember Rouse moved for a favorable one. Councilmember Puzzello seconded and all supported. There being no further business to come before the committee at this time, Chairperson White adjourned the meeting at 4:26 p.m. Respectfully Submitted, Karen L.
