The February 17, 2010 Regular Meeting of the Redevelopment Authority was called to order at
10:30 a.m. by its President, Jose Alvarez. There was a quorum present.
1. ROLL CALL
Members Present: Mr. Jose Alvarez, President
Mr. Ray Thomas, Secretary
Member Absent: Ms. Carolyn V. Pfotenhauer, Vice President
Redevelopment Staff: Mr. Don Inks, Director of Economic Development
Mrs. Jenny Hullinger, Recording Secretary
2. APPROVAL OF MINUTES
a. Approval of the minutes of the Annual Organizational Meeting of January 18,
2010
Upon a motion by Ray Thomas, seconded by Jose Alvarez, the Authority approved the
Minutes of the Annual Organizational Meeting of January 18, 2010.
b. Approval of the minutes of the Special Meeting of January 17, 2010.
Upon a motion by Ray Thomas, seconded by Jose Alvarez, the Authority approved the
Minutes of the Special Meeting of January 18, 2010.
3. NEW BUSINESS
a. Certification of the South Bend Redevelopment Authority concerning Insurance and Tax
Liability—Blackthorn Golf Course Project.
Upon a motion by Mr. Thomas, seconded by Mr. Alvarez, the Authority approved the
certification of the South Bend Redevelopment Authority concerning Insurance and Tax
Liability for the Blackthorn Golf Course Project.
b. Certification of the South Bend Redevelopment Authority concerning Insurance
and Tax Liability— Century Center Project
Upon a motion by Mr. Thomas, seconded by Mr. Alvarez, the Authority approved the
certification of the South Bend Redevelopment Authority concerning Insurance and Tax

Liability for the Century Center Project.
c. Certification of the South Bend Redevelopment Authority concerning Insurance
and Tax Liability—College Football Hall of Fame.
Upon a motion by Mr. Thomas, seconded by Mr. Alvarez, the Authority approved the
certification of the South Bend Redevelopment Authority concerning Insurance and Tax
Liability for the College Football Hall of Fame.
d. Certification of the South Bend Redevelopment Authority concerning Insurance
and Tax Liability—Eddy Street Commons Project.
Mr. Inks said all of the properties have come before the Authority before except for the
Eddy Street Commons project. The City uses Gibson Insurance for insuring the properties
we own. It is self insured for liability insurance. We are still working with Gibson to
make sure we have the appropriate insurance in place that is called for in the bond. We
are also working with bond counsel to make sure we have the right insurance, which
should be done in the next two weeks. We will be sending the actual insurance policy to
the trustee. You can approve the certification of insurance for Eddy Street Commons
subject to the final insurance being put in place by Gibson Insurance.
Upon a motion by Mr. Thomas, seconded by Mr. Alvarez, the Authority approved the
Certification of Insurance for the Eddy Street Commons project subject to receiving the
proof of insurance in the next two to three weeks.
e. Certification of the South Bend Redevelopment Authority concerning Insurance
and Tax Liability—Morris Performing Arts Project.
Upon a motion by Mr. Thomas, seconded by Mr. Alvarez, the Authority approved the
certification of the South Bend Redevelopment Authority concerning Insurance and Tax
Liability for the Morris Performing Arts Project.
4. NEXT MEETING DATE: March 3, 2010
5. ADJOURNMENT
There being no further business to come before the Redevelopment Authority the meeting
was adjourned at 10:45 a.m.
