20, 1944, Officer Joseph A. :lroble�^rski had been detailed to attend a re-
fresher course on "Techniques and Ttiechanics of Arrest, " and tha� nn Nov.
24, 1944, �fficer 'Ydrobletivsltii failed to report for class instructions. In
addition to his failure to repor� for clasQ, Officer ;"Jroble�rrski al�o failed
to report to headquarters bettiveen the hours of 6 :30 p.m. a.nd 1�:08 p.m.
