July 31, 1944 at 10:00 A.T��. All members ti�rere present. i�7inu�es of the
last meeting yrere read and approved. Claims of the folloz^ring suppliers

An application for special police corlmissior. ;ras approved for Grant
T. �"lynegar. jhis vJas ordered filed as he is bonded under the blanket bond
of the Bendix. Products Corporation. .
Officer Leo PuIakovlski appeared before the 3oard and �:a�ved the filing
of formal charges concerning all matters that occurred the morning of July
23, 1944 as a result of ivhich he was suspended. Officer P.Zako.vski then made a
statement to the Board of the facts. After hearing the facts from_ 4fficer
T:a��otvski, the Board discussed the matter and too1� the question of penalty
under advisement. Present tivere all members of the Board and the Chief of
Police, Harry T. Everett.

The Board confirmed the tempora_ry appointr.:ent of Clifton ItiT. Copeland
to the Fire Departr:ient effective August 1, 1944.

The Bo�rd authorized the installation of a street li�ht at the inter-
section of 23rd and ��"dall Streets, upon the recor�mendation of Zalr. �,ualls, and
he �vas directed to apply to the ',JPB for permission to install same.
There being no further bus�ness to come before the Board, the meeting
vras adourned at 12 :00 I�,T.

No decision having been reached in the mat�er of tne charges a�ainst
�fficer Leo T;.ako,��rski, the Board decided to hold a special meeting for the
purpose of fixing the penalty.

his department �^rere discussed. .
�'J��GHTS APTD I19EASU't�ES: T��r. Charles �urns, City Sealer, filed his report
for �he z^reek ending Au�ust 5, 194�. .
ELECTR�CAL DEPARTIti�.NT: P�Ir. ��Jillia� Qualls , Superintendent, vras present .
and matters pertainin� to his department tirere discussed.
T�+Tr. Qualls made a report on the conditions at the crossing at 30�h ;
Street and the Grand Trunl� Tracks and mentioned that further information
tivould be forthcoming from the railroad.
The Board, upnn I��r. Qualls recommendation, approved the installation
of a street light at the intersection of 'uJestern Avenue and Bendix Drive
and also one on Holland Street. Pd7r. �ualls tivas directed to apply to the
�IdPB for permission to install same.
T,Zr. Qualls vras authorized to take. one tiveel� of his vacation starting
August 14, 1944.

SPECIAL P��TING
Aspecial meeting of the Board of Public Saf.etv was held on '�M1iednesday
August 9, 1944. All members tivere presen.t.
The meeting tiT�as called to consider further. the case of L�o NTal�o�vski,
suspended Police afficer. The Board considerad the facts of the case as
reported to i� by other officers on duty and by the Chief of Police. Gave
consideration to Officer T�lakot°TSki 's waiver of a formal statement of char�es
and vlaiver of notice of hearing and �ave consideration of �fficer T�Za��otiTSki's
statements of �1hat had occurred as made orally by Officer Ts7al�owski to the
Board, as indicated in the minutes of the �3oard for Jul�r 31, 1944. Said
statement as made by �fficer TvIakov�ski included the admission that he had,
tivhile on duty, taken tvro drinks of whiskey and t��o, drinks of beer furnished
to him by the o�vner of a tavern �ocated in the city of South Bend, and that
he had then talked by radio to the desk Sergeant at Yolice Headq��arters and
had been called in. to �Y�.e headquarters thereafter. The Board also considered
�fficer T�.�:�oiJSkis previpus record, ancl after a full and complete discussion,
upon motion duly made and seconded, i� was unanimously agreed that Officer
TvIako�rs��i be dismissed from the Department for d.rinking alcoholic beverages
Jahile on duty, for conduct unbecoming an Officer, and conduct contrary to
the best interests of the Police Department.
There being no further business to cor,�e before the Board, the meeting
