The Division of Utilities is requesting the Board of Public Works approval of the Title Sheet and
Request to Advertise for the receipt of Bids for Project No 117-032 Wastewater Treatment Plant
Electrical Upgrades. Black & Veatch Corporation is working on the Final Bid Documents and we
expect the documents to be ready to begin advertising on October 19, 2018 and October 26,

Background and Purpose
The Wastewater Treatment Plant was constructed in 1954 and has undergone many upgrades
over the years. Electrical upgrades are a necessary part of the continuous improvement of the
Wastewater Treatment Plant as it works to meet its Long Term Control Plan goals.
Improvements to aging equipment, safety improvements, and generator back -,up power are the
major goals of this project as the City works toward its Long Term Control Plan goals.
The WWTP Electrical Upgrades project was one of the key projects identified in the 2013
Facilities Plan. The 2017 Electrical Study provided further investigation of the existing electrical
systems, electrical code requirements, and projects necessary to improve the WWTP for the
decades ahead. The current project is a phased upgrade that is, focused on the east campus
and the northwest campus. This upgrade does not include the Administration Buillding,
Digesters, Dewatering Building or Central Services / Solid Waste Maintenance Garage. Those
buildings will be address under a separate, future project as capital funds permit.
Major needs were identified in the 2013 Facilities Plan (as well as previous facilities plans) to
address back-up generator power needs for processes that are not tied into a generator power
supply. The City has been impacted by power outages which, in turn, affect the City's ability to
maintain optimal treatment when processes are out, of service. Coupled with aging wiring and
electrical components (cabinetry, programmable logic controllers, etc.), it is necessary to begin
improvements to these systems. Construction is anticipated to begin Q1/Q2 2019 with
completion slated for Q3 2020.
The funding sources for this project are appropriated in the 2013 Utilities Wastewater Capital
Account (642-0630-415-43-66). If there are questions regarding the subject project, please
