Klosinski:, Assistant City Engineer <br />SUBJECT: <br />Agenda Request Form, - Title Sheet and Request to Advertise for <br />117-032 Wastewater Treatment Plant - Electrical Upgrades <br />DATE: October 1, 2018 --------- <br />The Division of Utilities is requesting the Board of Public Works approval of the Title Sheet and <br />Request to Advertise for the receipt of Bids for Project No 117-032 Wastewater Treatment Plant <br />Electrical Upgrades. Black & Veatch Corporation is working on the Final Bid Documents and we <br />expect the documents to be ready to begin advertising on October 19, 2018 and October 26, <br />201 & <br />Background and Purpose <br />The Wastewater Treatment Plant was constructed in 1954 and has undergone many upgrades <br />over the years. Electrical upgrades are a necessary part of the continuous improvement of the <br />Wastewater Treatment Plant as it works to meet its Long Term Control Plan goals. <br />Improvements to aging equipment, safety improvements, and generator back -,up power are the <br />major goals of this project as the City works toward its Long Term Control Plan goals. <br />The WWTP Electrical Upgrades project was one of the key projects identified in the 2013 <br />Facilities Plan. The 2017 Electrical Study provided further investigation of the existing electrical <br />systems, electrical code requirements, and projects necessary to improve the WWTP for the <br />decades ahead. The current project is a phased upgrade that is, focused on the east campus <br />and the northwest campus. This upgrade does not include the Administration Buillding, <br />Digesters, Dewatering Building or Central Services / Solid Waste Maintenance Garage. Those <br />buildings will be address under a separate, future project as capital funds permit. <br />Major needs were identified in the 2013 Facilities Plan (as well as previous facilities plans) to <br />address back-up generator power needs for processes that are not tied into a generator power <br />supply. The City has been impacted by power outages which, in turn, affect the City's ability to <br />maintain optimal treatment when processes are out, of service. Coupled with aging wiring and <br />electrical components (cabinetry, programmable logic controllers, etc.), it is necessary to begin <br />improvements to these systems. Construction is anticipated to begin Q1/Q2 2019 with <br />completion slated for Q3 2020. <br />The funding sources for this project are appropriated in the 2013 Utilities Wastewater Capital <br />Account (642-0630-415-43-66).
