AMENDMENT TO OWNER -ENGINEER AGREEMENT Amendment No. 1 1. Background Data: a. Effective Date of Owner -Engineer Agreement: June 1, 2018 b. Owner: Board of Public Works, City of South Bend, Indiana C. Engineer shall perform or furnish the following Additional Services: SERVICES FOR THE SOUTH BEND WASTE WATER TREATMENT PLANT BUILDING #3 A. DOCUMENTATION PHASE: Owner has some limited plan documentation that will serve as a basis for developing existing conditions plans. The Architect will visit site and take photos. Architect to provide field verification of plan documentation to develop existing conditions AutoCAD floor plans. Architect to develop CAD plans and elevations from drawings provided by Owner and field measurements. B. PROGRAM SCOPE: Owner has concerns about water damage infiltrating the existing envelope. Identify and recommend remodeling to address exterior envelope upgrades to prevent water infiltration: a. Repair Masonry: rebuild all masonry above the window lintel bearing and tuck -point, as required b. Repair/replace deteriorated steel lintels, parapet damage, wall cracks, etc. c. Verify leaks at roof above suspended ceiling, repair roof deck and provide new membrane roof, (TPO white membrane, 20 yr. warranty). d. Repaint interior walls e. Replace/modify windows, update weather-stripping, provide sealant f. Establish budget construction cost based on schematic design remodeling and upgrades scope identified C. PRELIMINARY DESIGN: Once scope items. A has been completed and item B has been confirmed, preliminary design plans for the envelope rehabilitation will be developed for review with the Owner. Upon review of preliminary drawings and documents with Owner, subsequent revisions to the plans and documents will be developed. Upon Owner review and approval of the Preliminary Portion of this consultation, the Architect will develop an updated in-house estimate for Construction Cost. D. PHASE 11 CONSTRUCTION DOCUMENT'S: Once Owner approval of the Preliminary Rehabilitation Design is gained and a directive has been issued to proceed with detailed Construction Documents and Specifications (Phase II) for the design solution. Klosinski, Assistant City Engineer SUBJECT: Agenda Request Form — Professional Services Agreement — Amendment #1 Wastewater Treatment Plant —Administration Building Masonry Improvements DATE: September 25, 2018 The Division of Utilities is requesting the Board of Public Works approval of Amendment #1 to a Professional Services Agreement with Kil Architecture and Planning for architectural, design, bidding, and construction administration services to provide plans and specifications for the Wastewater Treatment Plant — Administration Building Masonry Improvements. The Amendment adds Building ##3 (Primary Building) to the design scope of work for masonry rehabilitation detailing. Background The Division of Utilities engaged Kil Architecture and Planning in 2014 to provide a comprehensive condition assessment and capital plan for addressing the masonry structure deficiencies at the Wastewater Treatment Plant. Many of the existing buildings .have experienced masonry block separation, pack rust at lintels for doors and windows, window separation, and infiltration of water into many of the occupied buildings spaces which poses a risk to health and safety. Older window treatment have also contributed to energy loss due to the repurposing of garages to occupied spaces over the years of growth. Due to capital funds restraints and other concurrent construction projects the Division of Utilities has not been able to address these building deficiencies. In Winter/Spring of 2018, the snow melt and heavy rains in reiterated to our Utilities Staff and the Safety & Risk Team the importance of securing the building envelope of our occupied spaces. The resulting seepage of water into the building has damaged carpets, saturated ceiling tiles, stained wall and window treatments, as well as created standing water on many of the office floors. The Division of Utilities plans to engage Kil Architecture and Planning to develop the masonry repair plans for the Administration Building (inclusive of office spaces, the laboratory, garage, and all existing building additions) and provide alternative construction phasing plans for our consideration to fully secure the existing building envelope. This contract does not currently include construction administration services; they will be negotiated at a later date based on the selection of the repair plan and availability of City Construction Administration personnel. The Amendment includes the addition of Building #3 (Primary Building) to the scope of work which is one of the buildings with extensive lintel displacement, masonry joint failure and lintel deterioration. Building #3 houses a SCADA control station computer, variable frequency drives for two Primary Pumps, and Pakscan equipment for the complex valve network for the eight Primary Clarifiers. The funding sources for these improvements shall be directed from funding sources identified by Division of Utilities Wastewater Engineering Accounts (641-0630-793-31-02) and other Wastewater Accounts as appropriate.
