NOW, THEREFORE, BE IT RESOLVED that the City of South Bend Board of Public Works does hereby commend and honor Tom, congratulate him upon his retirement from his years of distinguished leadership and many years of public service, and extend warmest wishes for his enjoyment and continued prosperity in his years of relaxation that lie ahead. The Clerk tendered proofs of publication of Notice in the South Bend Tribune and the Tri- Coun.ty News, which were found to be sufficient. Ms. Greene noted that the bids did not have a bid sheet to be read out loud. Mr. Nichols stated this was a complicated bid and there were options within the bid that needed to be tabulated and a bid tab created. Ms. Greene stated the bid security included needed to be 5% of the total bid and it needed to be determined that the amounts were correct. Ms. Greene requested the names of the bidders be read into the record, but the amounts be tabulated and put into a bid tab for review. Ms. Greene noted that Kirby Risk did not have an acknowledgement of Addendum I or a Non-Collusion Form. Mr. Gilot stated they would have twenty-four hours to forward the form. She also requested a detailed memorandum be provided explaining the actions on the part of the Sewer Department. Upon a motion by Mr. Gilot, seconded by Mr. Inks and carried,the invoices for Monoform were ratified. PRIVILEGE OF THE FLOOR Mr. Murray Miller, Local No. 645, asked if the generators being bid on today were for Data Realty. Mr. Gilot stated they were, as part of a public/private partnership with the cost to be shared. Mr. Inks stated there is an agreement in place and the reason for participating in the agreement is Data Realty agreed not to ask for a tax abatement on their business property. Mr. Miller asked about an agreement with DLZ that was on the previous Board of Works agenda, for an extension of time for the Underground Pipe and Valve demolition project with Dore and Associates. He stated the Notice to Proceed was issued with 396 days for completion and asked why an extension of days was being given to DLZ. Mr. Gilot stated Dore is working Saturdays and Sundays so DLZ, as the City's Construction Manager, was needed to oversee the work on those days. Ms. Greene added it is to everybody's benefit if they finish early. Mr. Gilot stated you have the initial calendar days in the specifications, that don't account for surprises found such as underground tunnels and debris. Mr. Gilot stated he will get a time line from the Engineers on the project. He noted that the City's technical specs have gotten better; they learned from the first demolition which included too many change orders.
