A RESOLUTION OF THE BOARD OF PUBLIC WORKS OF THE CITY OF SOUTH
BEND, INDIANA, APPROVING THE DONATION OF ADDITIONAL FUNDS TO THE
ST. JOSEPH COUNTY PUBLIC LIBRARY.
WHEREAS, the City of South Bend of Public works ("Board") is the contracting body for
the City of South Bend, Indiana ("City") and the Board has the authority under the laws of Indiana to
purchase, acquire and lease property; and
WHEREAS, the St. Joseph County Public Library ("Library") is an Indiana non-profit
corporation ("Library") incorporated with the purpose of furthering the quality of life of residents of
the City as well as residents of St. Joseph County, Indiana through learning, discovery, and
experiencing; and
WHEREAS, the City, the Library, and St. Joe Valley MetroNet, Inc. d/b/a Metronet Zing, an
open -access fiber optic network serving South Bend and surrounding communities have been
pursuing Digital Inclusion Site Management Agreements to create digital access centers in City
facilities, including, without limitation, at the Charles Black Recreation Center ("Project"); and
WHEREAS, the City wishes to make a donate of $25,000 ("Money") to the Library in
support of its efforts toward completion of the Project; and
WHEREAS, the City has previously appropriate the Money by way of its Department of
Innovation and Technology Fund, and
NOW, THEREFORE, BE IT RESOLVED by the City of South Bend Board of Public Works
as follows:
1. The City, through the Board, hereby donates $25,000 to the Library, which amount
will be applied for the purpose of purchasing the technical equipment needs for the Project.
2. This Resolution shall be in full force and effect after its adoption by the City of South
Bend Board of Public Works.
ADOPTED at a meeting of the Board of Public Works of the City of South Bend, Indiana,
held on September 11, 2018, at 1308 County -City Building, 227 West Jefferson Boulevard, South
Bend, Indiana 46601.

SUBJECT: Proclamation of Funds for the St. Joseph County Public Library for
devices Designated for Charles Black Center Digital Access Sites (CLICK SB)

Linda and Members of the Board,
Please see attached proclamation for the purchase of devices for the Charles
Black Center. Charles Black will host the second center for learning, information,
connectivity, and knowledge (CLICK SB). CLICK SB will provide high-speed
Internet, quality devices, and digital programming to residents in South Bend.
This effort is a facet of a broader City initiative aimed towards addressing the
digital divide in South Bend, working towards digital inclusion. Due to their core
competency servicing all residents with devices and training, the St. Joseph
County Public Library is a partner in the above initiative. The Office of Innovation
and Technology team has reviewed the proclamation and has a favorable
recommendation as well.
They not to exceed cost of $25,000 is for a one-time donation for the purchase of
12 computers, 1 photocopier/scanner/fax machine/printer, computer
administration and support, Microsoft Office Suite, and Deep Freeze Cloud.
