McBride Others Present: Kareemah Fowler, Graham Sparks, Bob Palmer, Gabriel Murei, Casey Colvin Presenters: Angela Smith, Brian McMorrow, Jeff Smoke Agenda: Bill No. 18-40- Special Exception: 213 and 217 South Main Street Committee Chair Oliver Davis called to order the Zoning and Annexation Committee meeting at 4:30 p.m. He introduced members of the Committee and proceeded to give the floor to the presenter. Bill No. 18-40- Special Exception: 213 and 217 South Main Street Angela Smith,Deputy Director of the Area Plan Commission with offices located on the 11 th floor of the County-City Building, stated, The petition before you seeks a special exception use on the corner of Wayne and Jefferson. The proposed commercial building to go in the vacant parcel has a proposed coffee shop on the southern portion. The special exception is to allow for a drive-thru. In the Downtown District and the Central Business District, drive-thrus are special exceptions. So the proposal is at this southern location here (referencing a slide in the presentation which is available in the City Clerk's Office) there would be a pickup window. Motorists would come in here to get to the drive-thru. This comes to you from the Area Board of Zoning Appeals (ABZA) with a favorable recommendation. Committee Chair Davis stated, Thank you. We all need some coffee close to the building because we have long meetings. Councilmember Tim Scott stated, I can see one (1) way out but that flow with that drive seems interesting. Would you have any people coming in off Jefferson as well? If someone happened to come in that way there is nothing that prevents them from getting into the drive-thru. Councilmember Scott followed up, And that is my concern is that bottleneck there. If it is Oliver Davis Coffee I'm sure there will be a lot of traffic.I don't know if it is a chain or they will announce but I see a lot of bottle necks on Main and Jefferson. That is my only concern with this. Ms. Smith replied, The chain I pass in the morning usually has four(4)to six(6) cars at any given time. Brian McMorrow, Abonmarche Consultants with offices located at 750 Lincolnway East, stated, I'm here on behalf of the owner. I guess what makes this special, unlike PNC Bank and Burger King where the drive-thru tends to dominate the whole operation,the drive-thru we will see is just one (1) small element of what we believe is a really special building. It is kind of the flip of the Federal Courthouse across the street which has a lot of concrete and not much glass. This building will have a lot of glass and will bring a lot of light and energy onto the street. Here (referencing projected images which are available in the City Clerk's Office) are a few images from various perspectives. This is not a suburban location. This is a downtown location and we certainly hope there will be enough residents and business people downtown that they will walk up to get their coffee at the desk as opposed to driving though. This is not an on-the-way type place. This will be for people who live or work downtown. Committeemember Gavin Ferlic stated, I am really excited about the project. Are there any anticipated groundbreaking dates? Mr. McMorrow replied, We are looking at Spring 2019. Jeff Smoke, Great Lakes Capital with offices located at 112 West Jefferson Boulevard, stated,Late first(1St) quarter is the aniticapted ground breaking right now. Committee Chair Davis asked,Where are we when it comes to the information of which chain will be the one (1)? Mr. Smoke replied, We can't share those names yet but we are talking to a few different chains right now. Committee Chair Davis followed up, When will we find that out? Mr. Smoke replied,That will probably be after the lease is signed so probably a few months away. Councilmember Scott stated, I suggest we use Oliver Davis Coffee as a placeholder. Councilmember Regina Williams-Preston stated, I am really excited. I think it is going to be a beautiful project. Committee Chair Davis asked, Besides the coffee area, can you talk about the office area a little bit more? So it is a five (5) floor building. Our owner will occupy the top floor and then floors two (2),three(3) and four(4)will be for lease. There is a tenant we are talking to right now. Committee Chair Davis asked, Um,parking? Mr. Smoke replied, We have parking on site. Mr. McMorrow stated, There is some off-site parking but certainly not enough for everybody that might work there.There are parking garage facilities as well.Those parking requirements are down pretty significantly. . Committee Chair Davis asked, The little section up top that looks like a hanger, what is that? Mr. Smoke replied, That is just an outdoor terrace and patio. Councilmember Jake Teshka stated, That is on the top floor and you said your owner will occupy it. Is that residentially? Mr. Smoke replied,No it will be commercially used. Councilmember Teshka followed up, Now this special exception is something you really need, correct? Mr. Smoke replied, Correct, we do need it but like Brian said,we think it will be a more walkable destination in the long run. Our focus is not the drive thru but we do need that for this tenant possibility. Committeemember John Voorde asked,Are you providing bike racks? Mr. Smoke replied, There will be bike racks somewhere, yes. Committeemember Jo M.Broden asked,Where is the original?Like where you actually order your order? Mr. McMorrow pointed out on the site map where that will be. Committeemember Broden followed up, And entry could be from Jefferson or Main? Mr. McMorrow replied, Yes. We are not going to restrict motorists from entering from Jefferson but as we indicated earlier,the signage will be on Main Street. Committee Chair Davis then opened the floor to members of the public wishing to speak in favor of or in opposition to the legislation. There were none. He then turned the floor back to the Committee for further comment or for main motion. Committeemember Voorde seconded this motion which carried by a voice vote for four(4) ayes.
