AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND,
INDIANA, FOR BUDGET TRANSFERS FOR VARIOUS DEPARTMENTS WITHIN
THE CITY OF SOUTH BEND, INDIANA FOR THE YEAR 2011
STATEMENT OF PURPOSE AND INTENT
Unforeseen conditions have developed since the adoption of the existing budgets
(Ordinances #10045 -10 and #10046 -10, passed 10/25/10) which necessitate the increase
and reduction of appropriations within the various departments of the General Fund and
other funds of the City of South Bend during 2011.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of
South Bend, Indiana, as follows:
Section I. All accounts as set forth in the detailed attachment hereto which are
incorporated herein shall be adjusted by increase or reduction of appropriation in the
designated sums.
Section II. This ordinance shall be in full force and effect from and after its
passage by the Common Council and approval by the Mayor.

re: 1St Substitute of Bill 77 -11 Ordinance of the Common Council for Budget Transfers of Various
Departments within the Civil City, Enterprise Funds and other funds of the City of South Bend
Dear President Dieter:
Bill 77 -11 was filed with the Council on November 23, 2011. We now submit a 1st substitute to Bill 77 -11
for consideration by the Common Council.
Since the initial filing of Bill 77 -11, upon further financial reviews conducted by the Office of the Controller,
we have determined that additional budget transfers must be enacted to affect the increase and reduction
of appropriations within various departments of the General Fund and other funds of the City of South
Bend during 2011.
Attached is a substitute spending appropriation bill for this purpose with an attachment providing details to
all of the increases and reductions. The substitute line items are highlighted in blue color font. The
attached schedule is incorporated into the bill itself and made a part thereof.
The increases and reductions included herewith. are expenditure neutral for the 2011 budget, with
increases and reductions netting to a zero dollar appropriation.
I will present this bill to the Common Council at the appropriate Council Committee meeting, public
hearing, and at the Council meeting. It is requested that this Substitute Bill 77 -11 be introduced with 2nd
read, public hearing, 3rd reading and Council vote at the December 12, 2011 Council meeting, with
assignment to the Personnel and Finance Committee.
