Public Works and Property Vacation Committee
This Annual Report is filed to fulfill the requirement codified in Section 2 -10 (i) of the South Bend
Municipal Code. Each year a report is required to be filed with the Office of the City Clerk from
the Chairperson of each of the Council's Standing Committee by the 2nd Monday in December. The
report is to summarize the past year's committee activities.
Duties
The Public Works and Property Vacation Committee is charged with the following duties pursuant
to Section 2 -10 (i) (8) of the South Bend Municipal Code:
"Overseeing the various activities performed by the Building Department,
the Department of Public Works and related public works and property
vacation issues "
2011Committee Members:
The members of the Committee this year include:
Council Member Timothy Rouse Council Member Al "Buddy" Kirists
Council Member Henry Davis, Jr. Council Member David Varner
I served as Chairperson and Buddy served as my "Vice ".
Meetings:
This year we have had fourteen (14) meetings to date, which again makes this committee one of the
busiest.

Topics Reviewed:
Proposed requests to vacate various public property (portions of streets and alleys) constituted the
majority of the proposed ordinances reviewed by the Public Works and Property Vacation
Committee this year. All such actions have been consistent with the governing state law set forth at
Indianan Code § 36- 7 -3 -13 and local regulations.
Additional topics reviewed by the Committee included:
Bill No. 07 -11 Major Moves appropriation of $2.4 million for infrastructure improvements
in the triangle area adjacent to Eddy Street Commons
Bill No. 18 -11 Proposed building fee amendments which is still pending in committee which
is scheduled for another hearing on December 12th with a 3rd substitute bill anticipated
2012 will be an interesting year in light of four (4) new members coming to the Common Council, a
new Mayor and potential changes in various Administrators.
It has been a pleasure to work with Public Works Director Gary Gilot, P.E. and City Engineer Carl
Littrell, who are both retiring at the end of this calendar year.
