Attached for consideration is a proposal regarding Commission -owned property located at 502
W. Western Avenue (former Harmon Auto Glass).
On June 14, 2011, the Redevelopment Commission approved the bid specs, fair - market
valuation ($45,000), and advertising of legal notices to begin the disposition process for this
property. At the July 12, 2011 Redevelopment Commission meeting, staff reported that no
conforming bids had been received and that the property would thus be able to be sold at a
negotiated price.
Attached is a letter /proposal from Monroe Circle Community Center, a non - profit entity of
Entermission Inc. and serving the South Bend community, whose mission is "to encourage and
help each person discover their worth for the purpose of developing a vibrant, safe and strong
community with strong families." The framework for the center's activities is expressed by the
acronym VALUE — V- vocational, A -art expression, L- leadership and spiritual development, U-
unique heath & wellness, and E- education empowerment.
MC3's plans for the Harmon glass site focus on the Vocational component of its mission and
consist of multiple phases. Phase I includes the renovation of the existing building to serve as
"Carpenter's Hands" center of operations to mobilize the community at -large to volunteer and /or
donate for various community construction projects while mentoring and teaching basic trade
skills to community residents. The program just completed a renovation of the 747 Center for
the Homeless project for homeless veterans. Timeline for Phase I is July 2012.
We propose to sell the property to MC3 for the nominal amount of $10, and in exchange MC3
will make the improvements as proposed (and in keeping with the successful renovations of its
adjoining properties). The services proposed within this site, along with the services currently
offered at the MC3's existing buildings, are open to the South Bend community and are of value
to our citizens.
Staff asks Commission approval of this transaction and to direct staff and Legal to prepare the
necessary documents to complete the transaction. The completed documentation will return to
the Commission for final approval and signature.

The intent of this letter is to submit a non conforming proposal requesting that the Redevelopment
Commission Board would grant approval for Monroe Circle Community Center (MC3), an entity of
Entermission Inc (EM), to acquire ownership of the Harmon Glass Property located at 502 W. Western
Avenue. We ask for the City's Economic Development staff to be the negotiating agent on the final
terms of said property acquisition. Enclosed with this letter you will find our proposed future site plan
and site rendering of the property.
Monroe Circle Community Center (MC3) /Entermission Inc (EM) is a 501c3 Not For Profit organization
located just west of the Harmon Glass property sharing property lines. MC3's mission is to help each
adult, and each child, take their next step toward a full and meaningful life, to add value, and to
encourage and help each person discover their worth for the purpose of developing a vibrant, safe, and
strong community with strong families. The word VALUE is used as an acronym that serves as a
framework for the center's programming initiatives: V- vocational, A -art expression, L — leadership and
spiritual development, U- unique health and wellness, E- education empowerment. The Harmon Glass
property will be dedicated to the furtherance of our vocational component initiatives.
MC3's overall purpose for acquiring the 502 W. Western property is to increase our capacity to serve the
community by obtaining additional space that will serve as a catalyst for the following: to provide
opportunity for local individuals and or businesses to participate in community development initiatives
that create economic empowerment, to create a space where mentoring, coaching, and educational
opportunities can be provided for trade skill and business development, and to provide an environment
where aspiring entrepreneurs can grow, develop, and be mentored within a supportive entrepreneur-
specific community.

Phase 1 of the property development will consist of the renovation of the existing building, curb,
sidewalk, parking spaces, and removal of the existing Harmon Glass sign. In this phase, the existing
building will be renovated for the purpose of serving as Carpenter's Hands center of operations to
mobilize the community at -large to volunteer and /or donate for various community construction
projects while mentoring and teaching basic trade skills to community residents who have a desire to
participate. This group got its start with the renovation of MC3, is currently spearheading the renovation
of the 747 Center For The Homeless project for homeless veterans, and will be the primary source for
MC3's future construction developments including the Harmon Glass project. The renovated facility's
interior, as proposed, will contain 3 areas: Tool Crib, Working space, and a small office area. The timeline
for Phase 1 completion is July, 2012.
In Phase 2, the future expansion of the Harmon Glass site will provide additional structures containing
state of the Art 215L century technology and multi - purposed spaces such as additional offices,
conference /classrooms, a commercial kitchen, and more. Phase 2 timeline for completion is to be
determined.
MC3 proposes to develop the Harmon Glass property consistent with the architecture, beauty, and
integrity of design already demonstrated by the recent Coveleski Park renovations as well as the
Monroe Circle Community Center's existing facility structure.

Monroe Circle Community Center Organization Background:
Monroe Circle Community Center (MC3) has dedicated its efforts to be a catalyst for community
transformation in what is considered to be one of the most impoverished areas in St Joseph County. The
development of the community center started in 2001 when two volunteers from Granger Community
Church (GCC) were given permission to mentor, build relationships, and provide fun activities for
children living in Monroe Circle Public housing. This program was later named Son City Kids. A few years
later, GCC received a call from a local food pantry asking for help. The Koop -65 food pantry was located
in one of 3 adjoining buildings located across the street from the Monroe Circle public housing. More
volunteers from GCC began helping the food pantry. Within the year, Koop -65 offered GCC the building
and its 501c3 for $1. The acquisition of this corner space began the journey to acquire all three adjoining
buildings which was finally secured in 2007. Through donated funds, labor, gifts "in kind," and other
community and business partnerships MC3 was renovated and historically restored. Today, MC3 is a
7400 square feet facility with a Cafe, Educational center, and a Family center.
Some of the programs operating at MC3 include Adult Education, Afterschool Program, Son City Kids and
Teens, Food Pantry, Prison Transition /Addiction After -Care, Community Gathering, and Financial
Literacy program. We are currently involved in a job placement initiative. Further, MC3 engages
approximately 1035 adults, 208 kids from preschool -5th grade, and 170 volunteers every month.
We have many partners who provide on -going programming support and /or staffing. The following is a
list of some of MC3's on -going Partners:
