Memorial Hospital Area Fagade Improvements

On May 23, 2011, the Commission approved a professional services agreement with The
Troyer Group for design studies of facade improvements along the eastern side of Michigan
Street in the Memorial Hospital campus area.
Concept designs have been selected, with the next phase of work being to finalize those
designs, prepare construction bid specs, project bidding evaluation assistance, and
construction oversight and close out.
Total professional services by Troyer to complete these tasks is $175,000. Reimbursable
expenses are not included in this cost.
Staff requests approval of this Professional Services Agreement, in a not to exceed amount
of $185,000.

Re: Fagade Studies — Phase 11
Dear Mr. Relos:
We are pleased to offer to you our Architectural Services to complete the construction documentation,
bidding, and construction administration phases for the new facades of the Skyway Office Building and
associated fencing, the Skyway Bridge, the E. Blair Warner office building, the bank, and MarMain
pharmacy. We have not included the N1PSCO Building as Memorial Hospital of South Bend has yet to
finalize requirements for the property at this time. We have listed the components of each building and
broken the 2012 versus the 2015 phases out separately in this proposal. Thank you for your continued
confidence in our design team.
Skyway Office Building and Skyway Bride — 2012 phase
We understand that budgets of $1,000,000 for the Skyway Office Building and $1,100,000 for the
Skyway Bridge have been approved for expenditures in 2012. We also understand these amounts will
need to cover construction and design fees.
The design for the Skyway Office Building will need to be altered. The current design's probable cost is
$2,625,000 without design fees. The design team has included in our proposed services working with
Gibson -Lewis for construction cost estimation to determine the scope of the fagade treatments. We have
allowed a maximum of two design review meetings/presentations; additional review
meetings/presentations will be done at time and expense.
The Troyer Group has copies of the original Construction Documentation for both the Skyway Office
Building and the Skyway Bridge. This will aid us in verifying existing conditions for both of these
facades. We have included field measuring of both in our services to confirm existing as -built condition.
We have also included additional facade treatments on the Skyway Office Building and the fencing for
both the north and south property (as shown in the renderings) in the bid package. The fencing has
probably construction cost of $100,000 (North) and $185,000 (South). This will allow us to have

alternatives should the pricing come in lower than the expected construction cost. The Skyway Bridge,
the Skyway Office Building and the alternates noted above will comprise the first bid package.
We have not included any coordination that might be required with the Indiana State Department of
Transportation ( INDOT) for any of the Skyway Bridge treatments. We believe that everything proposed
should not encroach on the current clearance already in place. We do not expect any additional 1NDOT
meetings. If there are INDOT or other governments approvals, the design team will perform the work
required on a time and expense basis.
We anticipate being able to start the field verification and design probable cost determination to narrow
down the design once this contract is approved. We anticipate completing the first bidding package in the
first quarter of 2012 so that construction bidding can occur in approximately early March of 2012.
Construction would then be able to start when the winter weather clears (potentially April).
E. Blair Warner Orrice Building.. the Bank. & MarMain — 2015 Phase
The Estimated Construction Pricing for the E. Blair Warner Building and the Bank Building is $575,000.
MarMain is $290,000. The proposed decorative column at the MR[ screen wall will also need to be
evaluated; a revised probable cost has not yet been determined. In addition, the Skyway Fencing will be
included in this bid package if it is not completed in phase one. This is considered to be bid package two.
Please note that these construction costs have not been adjusted for inflation.
The design team will request copies of the original documentation to assist in verify the existing field
conditions of each of the buildings from Memorial Hospital of South Bend. Once we have these, we will
reproduce these drawings and return the originals. Completing this set of documentation will be second
priority but will be conducted in early 2012.
The anticipated bid time will be roughly March of 2015 with construction starting in April of 2015. We
can move forward with this schedule if funding allows. For this reason, we will break the bidding and
construction administration fee out from the bid documentation preparation fee.
What it will cost:
Bid Package One
For the services listed above under 2012 Phase, we offer a fee of One Hundred Nineteen Thousand, Two
Hundred and Fifty Dollars ($119,250.00) not including reimbursable expenses. Reimbursable expenses
are composed of copies, facsimile, velum prints, and postage / delivery service costs. Expenses will be
billed at their cost times 1.1 (one point one).
Bid Package Two
For the preparation of the construction documents listed above for the second bid package, we offer a fee
of Forty -Five Thousand, Six Hundred Dollars ($45,600.00) not including reimbursable expenses.
Reimbursable expenses are composed of copies, facsimile, velum prints, and postage / delivery service
costs. Expenses will be billed at their cost times 1.1 (one point one).
For the bidding and construction administration phases of bid package two, which will occur in 2015, we
offer a fee of Ten Thousand, One Hundred and Fifty Dollars ($10,150) not including reimbursable

expenses. Reimbursable expenses are composed ofcopies, facsimile, velum prints, and postage / delivery
service costs. Expenses will be billed at their cost times 1.1 (one point one).
The Troyer Group bills monthly. Consequently, at the beginning of each month you will receive a
statement covering the time and expenses expended during the previous month. Payment is due within
thirty (30) days after statement date.
