P�Zatters �pertaining to the operation of the Fire Lepartment were
di�cuased �ti�ith the Chief.
Owing to the disability of Police �fficer, �tis Cunningham, the
Board after fully discussing the matter decided to transfer IV�elvin J.
iioelkel, who yvas apz�ointed to the Fire Departrient on i1ov. 14 for ac-
tive service beginning December lst, to the Police �epartment subject
to assignment by the Chief of Police and subject to nhysical examina-
tion by the Poliee doctor. Upon regular motion made by. T�ir. Anderson and
seconded by Mr. Z�illmer, the above motion was regularl.y carried.

Communication s were received from T�r. Thoma.s B. Pauszek cnd Dr. L.
F. Fisher, copy of «rhich follo«s, with reference to tne con dition of
Police 0�'ficer Otis Cunningham. Due to the nature of the illness and the
uncertainty of the officer's recoverg, the Board on regular motion bg
I�Zr. Anderson, seconded by P�qr. Zillmer and duly carried",: placed Officer
Curzningham on disability pension retirement, beginning Dec. lst,1938.
"Dear Sir:
Confirming my telephone report of yesterday in regard to Mr. Otis Cun-
- ninghsm tivho has been on the sick list since August, 1938, becFUwe of a
tumor mass in his thoracic cavity, und a.lso on e present in the abdon�inal
c�vity. Becauss of the location o�' these tunor masses, zt vrds impossibZe
to deterrnine the nature of this tursor growth, and xray treatment was �d-
ti ised.
Dr. Fisher has been treating irir. Cunningh�m since 1�ugust u5, 1938, and
renorts the thoracic mass gone, but he is still treating th e abdominel
mass.
In viei�r of the nature of the disease and the poor physical condition of
Mr. Cunningham, I doubt �}hether he will be able to return to vrork within
the next four months, ip then. From the histories of this type of case,
I doubt'�whether he will ever be able to do active duty. _

Dear poctor:
Tti4r. Otis Cunninghara, 514 �. Rush- Street, has been under my care since
.l�ugust 25, 1938. As you know, he is suff erin.g from a tumor mass
o� th e thorax, whi�h responded comAletely to radiation therapy.
It was imposaible �or him to withstand additional radiation over
the npper abdor,�en a't the time his chest was tre�tea. A mas� in
the abdomen inereased- in size during th e treatment applfed to the
chest. The abdominal area has been treated since Octaber 29, 1938.
It is responding to treatment. �
It is possible, of course, that PJIr. Cunningham may be completely
relzeved and may therefore � return to t�ork. It is impossible to
make a definite prediction without biopsy findings which are
counterin dicated on account of the location of th e grotivth. His �
disability v��ll continue Por at least three months.

The Board, upon regular motion, seconded and carried, transferred �
Melvin J. Voelkel who had previously been assigned to the Fire
�epartment, to the Police DepArtment, to begin du�ies on .a proba-
tion period on Dece�ber l, subject to assignment by the Chief of
Police and subject to physical examinatian by Dr. Pauszek, police
physician.
Application for a positzon on the Police Department was received
from Richard E. Hanley, J'r. , and ordered placed on file. -
A communication was received fram City Tr�ffic �ngineer, Ernest
H. Miller, reporting on the experience at the intersections of-
Willi�ns and 1V�onree and ��;'illiams and lYtadison, where the stop signs
were changed about a year ago: The resul.t of this change showed. a
decrease in accidents at 'Nilli�ms and IUlonroe of 82 per cent, and
at ti�illi�ms and Madison of 8Q per cent. The communication was or-
dered placed on file. �
Traffic Engineer Niller reported upon the request of Dr. F.- �
S. G. Penner for fifteen minute parking regulations in front oP
his pl.�.ce of business. Mr.. g�iiller did not recommend granting the
request for reasons outlined in his report, no�v on file. Dr.
Penner was advised accordingly and given G copy of th� Engineer's
report.
The Board issued orders to recaTl Specjal �olice Commissions
coveri�g the Yolloy��ing Special Police �fficers swarn in on October
31st:

Mr. Burns submitted his rePort of the activities of his De-
partraent for the week �ending iVov. 26th, showing 211 inspections
ma.de. This report is on file in the office of the Board of Safety.
Mr. Burns reported that Russell OstrLUn of Misha�vaka was found
�uilty of the violation of the Coal an a Coke Acts, and fined a total.
of' �2�.OQ.
