I,o��� �'�' AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH � BEND,INDIANA APPROPRIATING$ 60,000 IN CITY GENERAL FUND #101 CODE ENFORCEMENT DEPARTMENT FOR ILLEGAL DUMPING CLEANUP ACTIVITIES TO BE PERFORMED BY SOLID WASTE DEPARTMENT AND REIMBURSED FROM GENERAL FUND#101 TO SOLID WASTE OPERATING FUND#610 IN 2011 STATEMENT OF PURPOSE AND INTENT The City has determined that expenditure is required to perform clean-up of illegal dumping that has occurred in the City of South Bend. It is necessary to appropriate the funds to perform the clean-up of illegal dumping. NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA as follows: Section I. The sum of$60,000.00 is hereby appropriated and set aside within the Code Enforcement Department of the City General Fund#101 for the purpose of defraying the expense necessary to perform the clean-up of illegal dumping activities. Section II. The clean-up activities will be preformed and expended by the City Department of Solid Waste Fund#610, with reimbursement of incurred expense from the Code Enforcement Department of the City General Fund#101. Section III. LUECKE,MAYOR DEPARTMENT OF ADMINISTRATION& FINANCE GREGG D.ZIENTARA CONTROLLER October 19, 2011 Mr. Derek Dieter President, South Bend Common Council 4th Floor, County-City Building South Bend, IN 46601 Re: Ordinance of the Common Council Appropriating monies for Illegal Dumping Clean-Up Dear President Dieter: City Administration has determined that an increased occurrence of illegal dumping activities has developed in the city whereas clean-up activity expenditure is beyond the 2011 budgetary scope of city operations responsible for the expenditures of illegal dumping clean-up activities. As such, City Administration requests the Common Council to appropriate additional funds to enable clean-up of certain illegal dumping within the city footprint. The City requests with this appropriation, the sum of$60,000 for the creation of an additional crew within the Solid Waste Department operation, to perform the clean-up activities. The monies appropriated will cover personnel costs for additional crew, equipment operation costs (fuel and repair), landfill tipping fees and other miscellaneous expense. This appropriation will providing funding to operate the additional crew through the end of 2011. The funds will be appropriated from the General Fund, Code Enforcement Department, and reimbursed to the Solid Waste Fund, whose employees will perform the clean-up activities.
