AS WORLD AIDS DAY Gvl~~ii~eaa, the Common Council of the City of South Bend, Indiana, notes that on December 1, 1988, World AIDS Day was introduced by the World Health Organization, and that since that date it has been annually commemorated around the world in the attempt to raise awareness of the global AIDS epidemic caused by the spread of HIV infection; and G~~ii~eaa, this year the theme of World Aids day is "Accountability" with people looking back to learn from the past and looking forward to see how to plan and address issues like universal access; with "Stop AIDS, Keep the Promise" being the "tagline" for organizations through 2010; and G~1 since 1991, the red ribbon has been an international symbol of AIDS awareness with the "Red Ribbon Project" having its origin in the state of New York; and G~,~inii~eaa, the Centers for Disease Control and Prevention (CDC) provides national leadership to help control the HIV epidemic by working with community, state, national, and international partners in surveillance, research, prevention, and evaluation activities; and G~~eaa, the CDC estimates that over one million Americans are living with HIV, and 24% to 27% of these people are unaware of their HIV infection; and c~1~ii~aa, during World AIDS Day 2006, countries throughout the world will be focusing on achieving the following objectives: Enhanced accountability from political leaders on their promises on AIDS. Supporting a broad movement of civil society organizations campaigning to develop their sense of joint identity and common purpose. Generating a greater public awareness of, and engagement with, the problem of AIDS worldwide. ~o~, ~~~ex~xe, /e rtxeaa-G~e~~; by the Common Council of the City of South Bend, Indiana, as follows: Section I. On behalf of all of the citizens of the City of South Bend, Indiana, the Common Council hereby declares Friday, December 1, 2006 as World AIDS Day in South Bend, Indiana. Section II. World AIDS Day is an opportunity for individuals throughout the world to unite against the fight against HIV and AIDS so that the spread of HIV will be stopped. Section III World AIDS Day is the perfect time and this is the season for families, institutions of faith, and communities to come together with the spirit of forgiveness.
