Committee Chair Tim Rouse opened the Community& Economic Development Committee
hearing promptly at 3:30 p.m. noting a full committee present along with newly sworn citizen
member Murray Miller.
Two items were on the agenda. The first was an update on progress made toward meeting
DLGF calendar deadlines presented by County Assessor Rosemary Mandrici. She reported the
backlog of'88 payable'09 tax appeals were expected to be completed by early May. Also Form
11's (notice of assessment)had been mailed last week, meeting calendar deadlines for the first
time in five years. This year's appeal deadline is May 10tn
Karen White asked how many form 11's were mailed? How many up? How many assessments
down? Rosemary said approximately 33,000 were lower and 22,000 higher. Those higher were
generally the result of"trending." Dave Varner asked how trending worked? He also asked for a
neighborhood map. Rosemary said details of the ratio study are on-line and that neighborhoods
are not delineated on maps.
Karen White asked if census tracts were used to help discern reassessment data. Rosemary
said no. Henry Davis asked how many data collectors were in the field? Rosemary said 8-10,
most of who were certified.
Ann Puzello asked how neighborhoods were identified for reassessment? Rosemary alluded to
but did not clearly explain the concept of neighborhood stratification for assessment purposes.
Rosemary said it was a difficult process to explain.
Chairperson Rouse moved to discussion of Bill No. 86-10 generally, though perhaps incorrectly
referred to as the"Affirmative Action" bill.
Rouse called upon Council Attorney Kathleen Cekanski-Farrand to begin the presentation. With
the aid of a handout(attached) Kathleen Cekanski-Farrand clarified some definitions as well as
explained recommendations or"next steps." Rouse advised the Committee that while much work
had been done; much more was needed. He asked Cekanski-Farrand how much longer before
her research was ready. She said 30 days. He said that was too long. Rouse said he would
entertain a motion to continue the bill until April 11tn
Karen White said a special committee meeting would be needed to consider all the issues and for
public input.
At that, Henry Davis motioned and Karen White seconded a continuance until April 11'h. All
supported.
There being no further business to come before the Council at this time, Chairperson Rouse
adjourned the meeting at 4:05 p.m.
