Agenda: Bill No. 56-11 —Set Wages for Appointed and Non-
Bargaining Employees
This committee hearing was called to allow the City Controller Gregg Zientara the opportunity to
present bill No. 56-11 for Council consideration.
Chairperson LaFountain recognized Gregg Zientara who provided two handouts to guide the
Council through his presentation. The city's first presentation to Council was on September 12tn
It prompted a number of questions resulting in this special meeting.
Before discussing the bill, Gregg reported that 10 additional licenses were being purchased from
Laserfiche for document access at a cost of$3,000. The Council has asked the Controller to
investigate and remedy the limited access problem brought to light by Kyle Chamberlin the citizen
member of the PARC committee. Access ease would be monitored after the additional licenses
were activated.
Greg then used a 22 slide presentation to explain the compensation theory and implementation
envisioned in Bill No. 56-11. Also present to answer any questions was Mr. Steven Curry, a
consultant used to develop the proposed changes.
Karen White asked about Mr. Curry's background. He responded, he has worked for five
organizations in the human resources/compensation field, 3 private sector and 2 public sector.
Karen then asked Gregg who developed this "vision" of compensation. Gregg said the Mayor,
Gary Gilot, Chuck Leone, and Jan Hall along with himself. He said the city's HR director Jan Hall
was at early meetings but not later on.
Tim Rouse asked if any other cities in Indiana had taken this approach based upon merit. Gregg
cited Fort Wayne as an example.
Karen White suggested and Tim Rouse readily supported the makeup of the"compensation
committee" referenced in the ordinance as providing oversight and implementation as well as
ongoing monitoring needed to be chaired by the director of the city's HR Department.
Other members should be specified and should include council representation.
With that Chairperson LaFountain adjourned at 5:53 p.m.
