POLICE DEP.�RTTJIEL�T - Chief Lane present: � The. chief reported tha� Police Officer, Billy Cholasinski, whose pro- bation period ends on J'an. 31, has conducted himsel�' in such a manner as to recammend being retained upon the Police Dep artment.' Donald to erect s�op signs at Donald and Twyc?rnh�m Drive. Mr. Miller, after making an analysis of the location, stated that traffic is not sufPicient and the visibility is such that it would not warrant putting i.n stop signs. Th e Board concurred in this report and 'instructed that Mr. Bixler be- sent a copy o�' the decision. Traffic Ehgineer. Miller re�orted his in-vestigation of the practicabil- ity of removing tne railtiva3� flas�ing equipment from Notre Dame Avenue to Greenlav�n Avenue end tne Grand Trur�k crossings: His report is on file in the office of the Board of Public Safety, recor.�nending that these flashers be not removed. The Board con�urred� in this report- and gave instructions to notify the Gran d Trunk �zailway to install f`Iashers at Greenlaxn Avenue and also send them a copy of a report from-Mr.Miller. ��� A corsmunic�tion was received from the 1n�ernational Union U. A. W. of A, recommendin; James Fortin for �ppointment to the Police Department. This cor�municat'ion was ordered placed on file. Applications for positions onthe Police Department were re- ceived from Zouis �. Wroblews�i and Ernest Borror and ordered placed on file. K communication was received from the lndian Motorcycie Cam- pany advising us that they are no� completing their 1938 Modei and it is their intention to s:�ip or_e motorcycle• to Sou�h �end for in- �pectior. r�nd trial after which� in accordance with the agreement three others will be shipped upon approval of th e first. t' communication was received fro� the City Traffic commission, �a.kin�, reaommendations or_ the parkzng problem as Pollows: CITY TRAFFIC C�I�vTISSION com,mittee on the Parkin� Problem The special comr�ittee on double parking, appointed a� the meeting Dec. 14, respectfully submits the foliowin g report, which was adopted unanimously at a meeti�ng o� the committee on Jan. 4:� It is con ceded that double parkin g is a vexatious �roblem because it breeds traPfic congest�.on and causes inconvenience a�id haaards to �he motoring public. It also is admitted that streets are built and main- tained for the movement of traffic, and not for the stora�e of vehieles. Parking is a privilege and nQt a right, and is permitted only for the conveniEn.ce oP matorists wishing to stop long enough to transact busi- ness. If this is true of parking alor�side the curb, out of the direct Iane of moving traffic, it most certainly is also trus of double park- ing. , Anotner objrious Yact but one frequently o�rerlooked in seeking a solu- tio;� ta the double parkin� probl�n is that cars are. double parked for tne most part simply because there is no room for them to be parked a- longside the curb. The sub-committee does not believe this is because there is not su�'ficient space alongside the curbs of our business dis- tricts to accommodate reasonable and convenient par;�in� facilities,but rather because too many vehicles are permitted to monopolize the spaces intended for those wishing to use the parking spaces properly. �n this basis, theref ore, the �om�.nittee submits the fbllowing program, believ- ing it to be the only solution available under present circumstances and conditions: l. Maintain an exact and constant enforcement of the oft'icial time.lim- � �t restrictions on parking. This is thA first and fundamental step, a�d must be made continuous in order to prevent recurrence of this problem in the f�ture. The' difficulty of eareful checking of time zones in accordance with �_. tneir egact time requirements can be overcome by sta�gerin� assign- ments of patro�hen� irregularly; i.e. ; chec�ing streets at unannounced intervals sufficiently often to make the risk of disobedience a de- terrent. The success of this policy depends, of course_,- upon strict adherence to a t'no-fi.x" handling of tickets. 2. Vrhen the rigid enforcer�ent has con�nued long enough to produce more available curb space, an additional survey of the problem should be made. � . Conditions at that time, probably in about five or six weeks, will be considerably di�ferent, as was demonstrated in �outh Bend a year ago. 3. At this time also the program should include notice by tne p�lice department to all companies operating lig ht delivery trucks that their vehicles must be parked at the curb when deliveries are be- ing made. The drivers also can be warned of this ordinance by of- ficers. After a fair warning period of 10 days to two weeks, ac- companied by suitable publicity, strict enforcement of the double parking law cnn begin. If the time limits are enforced, the volume of double parking violations should not be of' troublesone size. 16� -- - , . � 4. The Committee also recommends that the system of issuing special � delivery car tags to passenger car operators as nov�1 employed be � discontinued immediately and that more than SQO tagg, noi�r out- � � standing be recalled and destroyed. 5. As a final ste� it will be necessary to deal v��ith Iarger trans- port trucks and those handling heavy merehandise but��these e�n be handled individually as they are_ not too n�zmerous for such treat- ment. F.Burns The Board upon regular motion, seconded and carried, ordered the com- munication filed for future consideration. The Clerk oP the Board brought up tne questzon of th e purchase of De1,3.very Car Tickets which have been issued to merchants who make de- liveries in pleasure cars, �ivin� them permission to double nark for a short neriod to make deliveries. The -Board authorized 'the purchase of these� ti cketn and the issuance of same but gave instructions that a change in the� permit be mr�de. The City �lttorney is to draw up a per- �it Agreement to be si.gned by the applicant before -the card is issued. Instruct�i.ons were also given that upon the card shall be printed the limi.ts for par:�zng indicating that there shall be no double parkin� for. deliveries bet�veen th� hours of 11: 30 A. M. and 1:00 P. iui. and 4: 30 P.M: to 5: 30 P. M. ' � Cit� Attorney Hunter brought up the question of dangerous spots in the City, particularly along the river where the public might. be� safe- guarded more carefully than at present, and instructed the City Traf- fic EY�gineer Miller to make a survey of the City and report as soori as possible. It was also decided that the-Police be instructed to more. rigidly inspect and renort outages af aIl lights i:� the City and that they be instructed to notify the Ind. � Mich. Elec. Compsny or tne City Elec-- trical Department of any light outages that may be Found either by burn- �� ing out or being broken. They were instructed to report each day on Red-lights on dead-end streets also to indicate where any reflector buttons �may have been broken out. �GHTS & MEASURES - Mr. Burns submitted his report for the week ending January 22, show- ing 238 inspect.iona made.
