MEETi�TG February 23, 1937
ReguZar meeting of the Board of Publ.ic Safety was held Tuesday,
February 23, 1937, at 9: 30 A. M. All members were present.
Minutes of the previ�us meeting were read and epproved.
Requisitions in the Police Department numbers 427 to 438,
inclusive, and in the Fire Department numbers 03639 to 03644.
Claims, from the fol�owin� suppliers, in the amount of �1,812.88
were approved and ordered paid, also payroll amounting to �1�,100.66.

FIRE DEPARTME�iTT - Chief Freeh present:
The Chief reported that with the termination of their six months
probationary period the following firemen dvere recommended for regular
duty, since they have successf'ully qualified for this ti�lork: Cecil
MeHenry, Earl Null and Frank Royt�ek. .
Application far position on the Fire Department was received Prom
Teophil Kazmierczak �nd ordered placed on file.
ELECTRI C.AL DEPARTMEI�IT - �ir. �u al l s p r e s ent:
Matters pertaining to the operation of the Electrical Department
were discussed with rJlr. �,ualls.
POLICE DEPAR'ITJIEI�T - Chief Lane present:
A petition presented to the Board through the Fire Chief, signed
by property ovmers in the 700 block on East Wenger Street, requesting
that the Board take action to prevent employees of the South Bend Bait
Company parking their cars all day in this block and also in the 1200
• block on High Street. The� matt�Er was referred to the Chief of Police,
as the Board had formerly given orders to eliminate parking at these
points.
The Chief presented a claim �rom the South Bend X-Ray Laboratory
for service rendered Charlotte Kelly in September 1936. After con-
sidering the matter, the Board� decided the City was not responsible "_
for these services and instructions �vere given to return the cic�im
reflised.
A communication was received from Officer Peter Rudynski outlining.
the progress that has been made since its establishment of the rifle
and pistol practice and requesting that he be relieved of the unofficial
title of firearms instructor. This matter was discussed with the Chief
and it was decided that these instructions should be continued and
regular practice maintained and that Officer Rudynski be urged to
continue, but that the Chief should replace him with another officer
if in his judgment this is desirable. The Board felt strongly that
such practice is very helpf'ul to the police force.
Communication from the South Bend Electric Company was read to the
Board and i�ir. J. R. Story, representative, was present requesting the
establishment of parking privi�eges alongside of their building. The
Board decided tnat this could not be granted, but that they are
perfectly at liberty to park at their place of business long enough
for their truck and those at their place of business to load and unload.
Communication tivas received fron Officer Miller, c�lling attention
to eigns that are being placed by operators of Pilling stations between
sidewalk and curb and- recommending that privilege of placing signs in
the parlcways be discontinued. After a discussion of the matter•, the
8oard fully concurred in the re�commendation and instructions were given
to notify all filling station operators.

A report was made by Officer �2iller regarding the location of a ��
loadin�; zone at the Pie Sfiop at 202 East Washington Street. Officer S�
Miller recommended that two no parking signs be placed at the south
end of their building to permit them to receive coal through a windo�v
in the building. The Board concurred in this and instruetions were
given to establish such a laading zone� the Pie Shop to pay for signs.
Officer Miller reported on the parking situation in the 100
block Vdest Monroe Street and recommended that loading zone extending
from the alley to a point 30 ft. east on the south side of the street
be maintained and that �the loading� zone �extending from a point 65 ft.
east of the alley to a point� 105 ft. e�st of�the alley be discontinued.
The Board concurred in his recommen�ation�� and-instructed the Chief. to
carry same out.
A reauest was presented by PJIr. W. du. Babcoek, Ford Salesman, to
consider the establishnent of�parking zone at the northeast corner of
Wayne and Lafayette Streets, particularly from the corner north to
the filling station driveway, which is riow painted yellow, calling
attention to the fact that the same location at Jefferson and
I,afayette and at Washington and Lafayette permits parking. This
matter was referred to the Chief of Police for investigation and
recommendation. .
Continuation certificates covering- bonds of special police
officers vrhile in the employ of the Bendig Carporation in favor of
the foZlowing xTere approved: Pau1 L. Williams, Frank L. Bowen,

WEIGHTS & MEASURES DEPkRTMENT - Mr. Burns present:
l�'Ir. Burns presented his report for the week ending February 20th,
shovring number of ins�uectioms made to be 420, which report is on file
in the oP�ice of the Board �of Public Safety.
The meeting adjourned at 11:30 A. M.
