MEETING September 8, 1936
Postponed meeting of the� Board of Public Safe�y was held on
Tuesday, September� 8, Z936, at � 9:00 A. M� due to Nlonday being Labor
Day. AlI members were present.
Minutes oP previous meeting were read and approved.
Requisitions in the Fire Department numbers 03489 to 0350I.,
inclusive, and in the Police Department numbers 146 to 153, inclusive,
- were approved. Claims in the amount of �4,836.74, from the following
suppT�ers, were approved and ordered paid, also payroll in the various
departments amounting to �16,996.91.

R�r. Busse of Paul's Bread Company was present with his attorney
and requested the privilege of dropping small loaves of bread or buns
� from the air �ith a parachute attached as an advertising feature.
After discussing the matter fully and advising �Rr. Busse that their
operations should be limited to the outskirts of the City and the
dropping of these parcels to be well regulated so that no unnecessary
hazards are created on the ground, permission �ras given to carry out
� their plan.
Mr. Krauss , of the Krauss Jewelry Store on North Nichigan Street ,
was present and complained about bicycles being parkecl on the side-
walk in front of his store, making entrance to his store and passage
of pedestrians practically impossible and dan�erous. Af ter Pully
discussing the matter �ith the Chiefs of the Fire and Police Depart-
ments, the question was referred to them �rith instructions to see the
managers of the Theatres to ascertain if it v�as not possible for them
to secure parking space for bicycles off of the sidewalk and street.
Their report is to be submitted to the Board at its next regular
meeting. -
FIRE DEPARTMENT - Chief Freeh present:
Matters pertaining to the operation of the Fire Department were
discussed v�ith the Chief.

The Secretary brought to the attention of tne Board the matter of
second payment on the Peter Pirsch 1000 gal. Pumper and in view of
the fact that the Controller had the necessary funds to enable the
pre-payment of this acoount, it was authorized in order to save three
month' s interest amounting to �112.50.
ELECTRICAL DEPARTMENT - �i:ir.. �;ualls present:
Mr. Qualls made a report of his trip to New York attending the
Convention of the National Nunicipal Signal �ssociation.
tipplication was received from Jack C. Andre�vs of Knox, Indiana,
for position on the Radio Division of the Police Department. The
matter �vas brought to �t�Ir. �,uall�' attention and the application is on
file in the Board of Public Safety.
�`lEIGHTS & �ASt1RES DEPgRT�NT - b�r. Burns present:
Lir. Burns subrnitted his report of inspections made during the
week ending September 5th, shotiving 324 inspections. This report is
on file in the ofz"'ice of the Board oP Public Safety.
POLICE DEPART��+fi1T - Chief Lane present:
The Chief presented reports for the month of August of the
South Bend--b4isha�vaka Police Radio ➢ivision, also report of the

activities of the Bureau of �iccident Prevention and the Engineering

DepartMent of that Bureau, also a oomplete report of the operation of �
the Police Department. �1.1 of vrhich are on file in the office of the
Board of Public Safety.
1�'Ir. Ernest �Tiller, Engineer of the Bureau of Aceident Prevention,
reported that the Superior Store Fixture Company at 116 and 118 East
1�ayne Street would I.ike to establish a 120 ft, loadin� zone. His
investigatian disclosed that they really need this privilege as they
have no place to load or unload in the rear and double parking at this
location v�ould be hazardous. I3e reoommended that permission be granted.
The Board authorized it and the matter was referred to the Chief of
Police.
H. J. Jaster at 1901 South li�ain Street requested "3 Hour ParkingT'
signs be permitted at that poin� in front of the building oacupied by
himself, the Interstate Distributing Company and the ll2ills Trucking
Company. They are vrilling to purchase the signs if permission is
granted to display them. The matter �as referred to Officer Miller of
the Acciuent Prevention Bureau for investigation and recommendation.
The Hodges 8e MaoIntosh F�argarine _requested the privilege of
displaying "3 Hour Parking" signs in front of 1126 South Lafayette Blvd.
and �vill be willing to pay for the signs if granted permission to
display them. The matter v�as referred to Officer I�Jliller of the
Accident Prevention Bureau for investigation and reconmendation.
A diseussion among the Board Members vras had in reference to
re=routing Highway Tdo. 112 and direeting the traffic over South Street
instead of �Jlonroe Street as at present, in order to eliminate the
congestion at �onroe Street and v�est of D2ichigan Street. The matter
vras referred to Officer Miller of the Aecident Bureau for investigation
and report.��
A communication �ras received from Harry E. Bolt, Chairman of the
South Bend Civic Safety Counoil requesting that an appropriation be
reque�ted for traffic signs of various kinds at an estimated cost of
one thousand dollars. No action was taken in referenee to this matter.
Mr. Bolt further requested that in order to provide the proper _
authority within the recently established Accident Prevention Bureau
the person in charge should hold the rank of Sergeant and requested
that an appropriation be established amounting to .�144.00 for this
purpose. The Board, in considering this matter and finding that the
budget f or 1936 will be suffioient to make this promotion to the first
of the year, by re�ular motion, seconded and carried, advanced Officer
Patrick Burns to the rank oP Sergeant from September 15, 1936 to
December 31, 1936, and if the budget for 1937 will permit his rank as
Sergeant vrill be continued.
Applications for position on the Police Department were received
from Joseph Pinter and Daniel J. Koegan. These were ordered placed
on file.
Surety bond in favor of L. H. �1ert, police officer, in the United
States Fidelity & Guaranty Company was approved and placed on file.
Continuation certificate in favor of special police officer Karl E.
Koontz was approved and filed with the original bond.
Special police commission was issued in favor of Edvaard G. Daoust
as officer at the Bantam Ball Bearing Company.
