Chicago, Ill. May 9,1922.- Honorable Board of Public Works, South Band, Indiana. Gentleman: - We hereby offer to test and inspect, in the same throughly intelligent and scientific manner as heretofore, the asphalt paving awarded in your City during the year 1922, on the following basis:- 1. We agree to place an experienced asphalt tnppector at the Contractor's asphalt plant during the entire period of preparing the paving mixtures, for the purpose of seeing that the specifications are properly interpreted by the Contractor and that the mixtures are uniform and correct in every respect to successfully meet your local traffic and climatic conditions. No mixture will be permitted to leave the plant until same has been approved by the inspector as being suitable for the particular place where it is to be laid. Whemover it is necessary to change the proportions of the ingredients in the mixture to accommodate it to a changed traffic of foundation condition, the inspector is fully qualified, acting under our personal instructions, to make such change. 2. We agree to make at least one personal visit to your work for each 159000 square yards of finished pavement, out first visit to be made at the time of starting the asphalt plant on your work to personally standardize and regulate the ingredients, and subsequent visits at fairly regular intervals during the pro- gress of the work. 3 We agree to assit the Contractor in the selection of the materials most suitable for yo r work, analyzingin advance of his orderingsame such sam ies, subnitted to us b the Contracto, or your Engineer with tat ob.iect in New . This prevents the contractor from ordering Into hi plant site materials which, while fully meetin the requirements of your specifications, may still be very unsatis- factory for �he particular purpose intended. 4. We agree to make careful analyzses Cf all raw materials before permit - tin the Contractor to use same in your work reijeating such materials as are un- sui able for your work, and sending copies of al tests to your Engineer. 5 We agree to annalyze.:the samples of asphalt and fluxing oils submitted with the bids of tie Contractors advising your Engineer as to which materials comply with the specifications or are Co ontractors satisfactory for your purpose. 6. We agree to assist your Engineer in the preparation or modification of your asphalt specifications, if he so desires. 7, We will analyse daily samples of the asphalt cement and finished paving mixtures for every day the asphalt plant is in operation on your work, sending duplicate copies of all analyzees simultaneously to your Engineer and to our plant inspector for their mutual quidance and to complete your records in case of some future criticism of the work. 8. We agree to assist your Engineer in every possible way toward the success of thr work, offering such personal advice as he may desire with reference to -the proper laying of the mixtures,�etc., Our experienced plant i spector will also be instructed to assist the Engineer whenever so requested , with.the street end of the work so long as same does not inter ere with his proper functioning ab the plant. 99 We a ree to furnish our inspector at the paving plant with all the necessary testingapparatus for the proper control of the ingredien s; radin s consis- tencies, temperatures, etc., No will also be provided with printed se of the street, upon which he will report each day the exact location of the work laid that day together with the number of square yards constructed, the number of loads of material sent to the street and the wdight of same, thus keeping a close check on the thickness of the pavement, etc., 10. In fact we will do all in our power to insure your City obtainin pavements that are correct from a chemical, physical and constructional viewpoint. Ull.be our earnest endeavor to assist you win huilding monuments to everyone concerned with e improvements, ToT the above service complete we quote you Two and one half' 2 ) cents per squa a yard of one -course Asphaltic concrete pa ement and three (r3) cents per square and of Sheet Asphalt pavement laid in two courses our invoices to be rendered each month for the pavement laid the preceding month. For your 'information we wish to state that we have had over twenty three years experience; with all kinds of bituminous pavements in this and foreign . countries and our labo�tatary °is; we belteve , the best °equippped ,for the. accurate testing of asphaltic amnx products in the middlo west. Our service is unexcelled, frequently . making many personal visits to the work than our contract calls for, thus you are dealing directly with the prin'icipal of our organization and not merely with the inspectors alone. THAT WHEREAS, the Board of Public Works of the City of South.Bend, did on the nth, day of March 1922, adopt a resolution for the impr'ovemint of Sunnyside Avenue from a point 44 feet south of the -south line of Washington Avenue to the north line of Washington Avenue, and Washington Avenue from Sunnysude Avenue to the East line of Jacob Street, yin the City of South Bend, Indiana, and WHEREAS, the said Board thereafter caused bids t be received for the construction of different kinds of pavement and said Board designated that said streets and parts of streets should be paved with asphaltic concrete; and - WHEREAS, certain property owners residing or owing property on Sunnyside Avenue desire that the portion of Sunnyside .Avenue above described shall be paved with concrete instead of asphaltic concrete• and WHEREAS, the White Construction ompany was the lowest bidder .for tale the construction of the pavement with asphaltic concrete and it also agrees to pave said portion of Sunnyside Avenue with concrete at the lowest bid received from any person bidding on said improvement, THEREFORE, if the said Board of Public Works will cause said Sunnyside Avenue to be paved with concrete and Washington Avenue from the East Line of Sunnyside Avenue to -:e paved with asphaltic concrete and will let the contract for so pavng said streets to said -White Construction Company, then, we the under- signed owners of property which is subject to assessment for said improvement, hereby waive any and all objections to any such change in the specifications and bids. President. > ° Concerning the improvement of the roadway of Sunnyside Avenue and Washington Avenue from Sunnyside Avenue to the east line of Jacob Street with asphalt, asphaltic concrete, concrete, or brick, in purusance to Resolution No. 943, the Board finds that no petition b*s been filed with said Board by a majority in ,number of the fr:?eeholders residing on said street to be improved requesting that it be improved with a different kind of pavement than the kind heretofore adopted by the Board in its preliminary order; except as noted below, and the City Engineer reports that the White Construction Company is the lowest and best bidder for the kind of pavement heretofore adopted by the Poard and the Board find that the said White. Construction Company is the lowest and best bidder and hereby lets said contract for ­ said improvement to him, and orders that said improvement be made with asphaltic con- crete using Mexican Asphalt and all proceedings heretofore had in this matter- are hereby confirmed and ratified.
