Dear Board of Public Works,
In the meeting held on July 24, 2018, the quotation for City Cemetery headstone
repairs was awarded to Stone Revival Historical Preservation, 129 Brunswick Drive,
Greenwood, Indiana 46143, the sole bidder on the project. Stone Revival was given
until August 7, 2018 to sign and return the contract and provide a Certificate of
Insurance, naming the City of South Bend as an additional insured.
On August 1, 2018, the business owner, Brad Manzenbetaer, sent an e-mail notifying
the City that he was unwilling to sign the contract and commence performance (copy
attached).
In accordance with Indiana Code Section 36-1-12-6, this memo serves a notice to the
Board of the bidders rejection of the contract and withdrawal of the quote, Venues
Parks & Arts respectfully requests that the Board approve going to the open
market.
