Union Station Project

Attached to this memorandum are two proposals from Wightman Petrie related to various study
components of the Union Station Project. At this time, the Union Station Project encompasses a
planning study area bounded by South Street on the north, Lafayette Boulevard on the east, Sample
on the south, and Scott Street on the west.
The first component part of this request is a master plan proposal for the project area. Various
City staff have been working with the private sector development group on coordinating various
elements of this two stage project. At this point, the planning team needs to begin a master
planning process to understand the impacts of this project on traffic circulation, building density
development, site constraints, and other general conditions of the project area. The planning
proposal will allow the team to model various scenarios and to look at the big picture effects of the
decision making process. The proposal amount for the master plan is $11,150.00.
The second component part of this request is a street vacation proposal to perform the various
steps necessary to vacate a section of United Drive from the intersection of South and Taylor to the
intersection of United and Scott. The street vacation will be prepared, but it will not be submitted
until the master planning process has been completed so that all agencies involved in the vacation
process will be able to make informed decisions and provide appropriate support and approval for
the street vacation. The proposal amount for the street vacation proposal is $6,550.00.
The third component part of this request is a Phase 1 ESA and associated environmental testing
(asbestos and lead based paint) to be performed on the Ivy Tower facility and site. Incorporation
of the Ivy Tower property into the project is the major part of Phase two of this project. The project
team has Phase 1 and 2 information for the other properties involved with this project (i.e.,
Millennium parcel, Public Works Service Center, Police Station) but baseline environmental
information needs to be gathered for this property. The proposal amount for the environmental
study is $29,500.00.
Staff respectfully requests approval of a total professional study budget of $47,200.00.

Wightman Petrie is pleased to submit this proposal for performing professional services regarding the
above project.
PROPOSED SCOPE OF SERVICES"
TASK #1 — MASTER PLAN SERVICES
Wightman Petrie will provide to the City of South Bend two (2) preliminary Master Plan Figures
addressing the potential uses and needs of the subject property and surrounding area. Wightman Petrie
will provide consultation time to allow for meetings with all parties to review and revise the figures for use
in future presentations of the Plan. The final agreed upon and revised plans will be mounted and three
(3) copies of each will be presented to the City.
The Preliminary Plan Figures shall include:
• Overview of subject area and its relation to adjacent areas
• Property lines
• Streets
• Future area use designations
• Future street relocation / improvements
• Potential internal traffic flow
• Potential building locations
• Impact on adjacent parcels
• Ten (10) hours of consultation time for review of Plans
• Up to two (2) separate revisions of the Plan

TASK #2 — STREET VACATION SERVICES
Wightman Petrie will provide services to the City of South Bend to allow for the vacation of United Drive
from South Street on the north to Scott Street on the south. Wightman Petrie will prepare all necessary
filing documents, notices and presentation materials necessary to shepherd the vacation through the
process.
