Agenda: Illegal Dumping
Chairperson of the Health & Public Safety Committee, Karen White opened the meeting
explaining, her intent to address the problem of illegal dumping in the city. This is part of her
effort to address quality of life issues. Karen then asked Catherine Toppel, Director of Code
Enforcement, to detail her departments past experience with illegal dumping. She described
illegal dumping as a persistent problem especially in certain areas of the city and has been
problematic to address. Second District Councilmember Henry Davis, who's district is frequented
by illegal dumping said whatever the city was doing it was not enough and need to be more
effective. Pointedly, he cited an example of dumping over two weeks ago which has yet to be
addressed. Police Chief Boykins interjected that enforcement was particularly difficult, it being
rare to catch someone in the act. Karen White said we need to pull the city's resources together
to develop a comprehensive approach similar to that process that addressed the graffiti problem.
Andre Price, the Director of the Solid Waste Department, said he would need equipment and
another crew to effectively respond to clean-up calls. Chief Boykins suggested maybe
neighborhood organizations be asked to"adopt a block" program. Councilmember Henry Davis
spoke to the importance of collaboration among city departments. He advocated a streamlined
reporting process that could track complaints along with the city's response. ,
After more discussion Chairperson White asked Cathy Toppel to report back to the Council in 30
days with a plan.
There being no further business to come before the committee at this time, Chairperson White
adjourned the meeting at 4:33 p.m.
