Eddy Street, South Bend. The meeting was called to order at 3:35 p.m. by South Bend Common Council Member at Large Member AI "Buddy" Kirsits. Mr. Kirsits welcomed everyone in attendance and asked that everyone introduce themselves. Attendees included: Saint Joseph County Police Officers Sheriff Mike Grzegorek, Dean Chandler and Eric Tamashasky, Holy Cross College Representative Dan Cochran, Indiana University Representative Jeff Jones, University of Notre Dame Representatives Brian Coughlin, Maureen Doyle, Patrick McCormick, Tim Sexton, Claire Sokas, and Student Body Vice-President Brett Rocheleau, South Bend Community School Corporation Representative Jasmine Brown, Robinson Center Adult Program Coordinator Marguerite Taylor, Mark Kramer of .Kramer Properties, Sean Conley of Campus Housing, Stephen Hays of Wooded Estates Neighborhood Association, Neighborhood Resident Kyle Chamberlin, Harter Heights, South Bend Police Uniform Chief Jeffrey Walters, City of South Bend Employees, Assistant City Attorney, Ann-Carol Nash, Code Enforcement Director Catherine Toppel, and Paralegal Pamela Paluszewski, and Reporter Margaret Fosmoe, South Bend Tribune. NEIGHBORHOODS Cathy Toppel stated that Code Enforcement is issuing a lot of letters to property owners to have their lawns mowed. Also, she said they are still working on enforcing the Single Family Dwellings zoning ordinances because single family district homes cannot be used for more than two unrelated residents residing in them. She also said they are preparing for the issuance of lawn parking permits and the enforcement of them during the upcoming football season. Sean Conley of Campus Housing stated they are encouraging their residents to meet the neighbors so that they can form relationships and hopefully create a respectful environment. � .. t . 5 .. . . . . . � . . . . . Mark Kramer stated that they have been very busy this summer getting properties ready for people to move in. He also stated that they had rehabbed 7 properties to be used as single family houses. He also reported there has been no crime this summer and he ' encourages students of when they are moving in to break down boxes from computers, TVs, etc. and dispose of them to help deter crime. Stephen Hays of Woodward Estates stated they have 18 rentals, and he requested that Notre Dame send him copies of the emails that are sent out to students about their neighborhoods. ROBINSON CENTER Marguerite Taylor announced that there will be Welcome Back Party for all students on Friday, September 23, 2011 from 5:30 — 7:30 p.m. at the Robinson Center. The party will include free food, beverages, music and entertainment. NOTRE DAME Student Body Vice-President Brett Rocheleau congratulated the City of South Bend for being named "Afl-American City" for 2011. He also stated that they are working diligently to make sure the first weeks of school go smoothly. Brian Coughlin stated that the B1 Block Party will take place on campus on August 27, 2011. This is the first weekend for students to be back on campus. It will be held in the lot between Legends of Notre Dame and the football stadium. Tim Sexton emphasized that it will end promptly at 11 p.m. Measures are being taken to keep the sound down by positioning the stage and audio equipment away from the surrounding neighborhoods. There may be a few sound checks earlier in the day. Students are invited into Legends of Notre Dame where they will be entertained well into the night. Maureen Doyle, General Manager of Legends of Notre Dame brought a copy of the neighborhood letter to be distributed to surrounding neighbors prior to the event (see attached). Questions relating to this event should be addressed to campus security. ,,� Tim Sexton stated that on Friday, August 12,�2011, there was a meeting with all higher education public affairs representatives. There was great discussion and they plan to continue them in the future. IUSB Jeff Jones echoed the statement of Tim Sexton about the meeting with all higher education public affairs representatives being beneficial. He praised the City of South Bend for having so many colleges and universities of higher learning. He also stated that 87% of students at IUSB were traditional students. 2 f . y . � � � �� . . . - . � . He also stated that the IU Cultural Center:`was going welL IUSB starts classes on August 29, 2011 and will have 2 new parking lots this year. In addition, they will have a Varsity Volleyball team and theirfirsf match is August 25tn HOLY CROSS Dan Cochran that they are busy making preparations for the students to return, and they are looking'forward to a new school year. They also had an inauguration of a new President. TAXI ISSUES Ann Carol Nash stated that the City is diligently implementing a new taxi reform � ordinance. Ordinance No. 48-11 is on file and has had its first reading. There will be committee hearing in the afternoon of August 22, 2011 and second reading at the Common Council Meeting at 7:00 p.m. A draft of the ordinance is the City CounciPs website. Ms. Nash gave credit to Notre Dame, the taxi drivers and passengers for their input into the drafting of this ordinance. TheJast time the ordinance was revised was in 1999. Changes to the ordinance include uniformity of vehicles, added insurance, properly maintained vehicles, and rates posted on the inside and outside of the vehicle. In addition, a placard will be required in the taxi with the name of the driver, company and contact information. The taxi companies will be co-responsible with the independent drivers to make sure they conform to the ordinance. In 2013, taxis will be required to have a recording device as well. Drivers may be required to show English proficiency, Driving and criminal background checks are conducted on them. There is still some discussion on the creation of taxi stands within the City for taxis to park and passengers to stand while waiting. Mark Kramer inquired as to how many taxis were within the City of South Bend. Ann Carol stated that she was unsure of the number, however there were 10 - 12 companies with anywhere from 4 - 25 taxi cabs per company. SAFETY ISSUES Sheriff Mike Grzegorek stated that St. Joseph County Police will be meeting with the Notre Dame Student government and the football team to discuss safety issues. Tim Sexton stated that ISP will hold a safety summit at Notre Dame in 2 weeks at DeBartolo Hall. They will pass out the "Good Neighbor Guide" at that event. Also, there will be a safety presentation at the Welcome Back Picnic and it will provide good information for students and neighbors. 3 � . a Chief Jeff Walters of SBPD said they are preparing for the school year and expect there to be loud parties within the next 2 weekends. They are putting on additional patrols in preparation of this. Dean Chandler reported that that from August 19 until September 5, 2011, Operation Pull Over will be in effect. It is funded by a grant and will encompass all police departments. They will check for sobriety and seat belt usage. Also he encouraged all students arriving to be aware of the no texting law that became effective July 1, 2011. AI "Buddy" Kirsits on behalfi of Mike Carrington of the ABC Board expressed the safety concern for students who are intoxicated. As a fire fighter, Buddy Kirsits, expressed his concern that intoxicated students may become victims of a more serious condition such as alcohol poisoning which can be Iife threatening. He stated that he knew of a student this past summer who died because this and emergency help was not called soon enough. He emphasized that if anyone knows of a student who has been drinking and becomes unconscious; they should not to assume they are just sleeping it off and to please call 911. When the Notre Dame student council passes out the safety booklets and magnets to students, they will include the information about safety and taxi usage. Classes will begin on August 23�a Council Member Kirsits thanked everyone for attending. The next meeting will be held September 21, 2011 at 3:30 p.m. in the City of South Bend Council Chambers.
