As Commission members are aware, planning for Ignition Park infrastructure is currently underway.
This initial planning has included determining the location for Park utilities (communication, electric,
water, etc) and the major access roads into the Park. The next logical step is to develop a Major
Subdivision Plat of the Park. This process will help identify lots within the Park with defined
boundaries that can be marketed to potential Park clients. Additionally, a major subdivision plat
allows for the dedication of roadways as public streets.
Attached is a proposal from Danch, Harner & Associates to conduct surveying services to develop
the Major Subdivision Primary Plat, Final Plat and prepare the necessary documents to file with the
Area Plan Commission.
Staff requests Commission approval to proceed with the Ignition Park Major subdivision process for
a fee of $23,295.

RE: Proposal for Survey and Engineering Services for Ignition Park
Major Subdivision Development, South Bend, Indiana.
Dear Mr. Nichols:
Please accept this letter as our written cost estimate to provide you with Surveying
Services to develop the Ignition Park Major Subdivision Primary Plat, Final Plat and
associated paperwork for required application forms, notice to surrounding owners and
representation at required public hearing(s). Based on these items, we anticipate the
following scope of services will be provided by DHA:
SCOPE OF SERVICES:
A). Survey Scone of Services:
1). Survey Control:
a. Survey of the Transpo property to located all existing improvements and
complete the survey work required for the Boundary of the Ignition Park
project site. As needed to prepare the required Subdivision Plat. n.
2. Topography:
a. We will use existing topographic information on file we have for the
project and supplement any additional topographic information with using
GIS data.
b. We would also use any provided information that the City has on file that
has been done by previous consultants working on the Ignition Park
project.
3. We will orient your provided cad drawings to our established local coordinate
system, perform a drawing translation, and incorporate them into our cad database
for the project.
Total Cost of Surveying Services as listed above- $8,150.00
B). Platting procedure for Major Subdivision (Primary Phase):
1. Preparation of Primary Subdivision Plat.
2. Preparation of Application forms and notice to adjacent owners within 300 ft..
3. Use consultant Preliminary Drainage Plan that has previously been prepared for
the project site and/or have the City provide to Area Plan Commission approval
letter for drainage for the site as required by the subdivision control ordinance.
4. Preparation of Site Analysis & Watershed Sheet. Plans would include:
a. Boundary Legal Description.
b. Existing Setbacks and proposed Setbacks & Easements.
c. Proposed Road location & right -of -way widths.
d. Relative location of Utilities.
e. Location of Storm Water Detention/Retention facilities based on provided
consultants work for project site.
f. Lot layout with approximate dimensions.
Total Cost of Platting Services as listed above- $7,900.00
Q. Platting procedure for Major Subdivision (Final Plats):
1. Preparation of Final Subdivision Plat (May be done in more than one Plat).
2. Preparation of Application forms.
3. Preparation of Engineers Report for Lots and Road in Final Plat based on
consultants plans.
4. Preparation of Final Plat which would depict:
a. Boundary Legal Description.
b. Setbacks & Easements.
c. Final Road right -of -way widths.
d. Final location of Utilities.
e. Final location of Storm Water Detention/Retention facilities.
f. Final Lot layout with final dimensions.
g. Staking of all lot corners for lots shown on final plat.
Total Cost of Final Platting Services as listed above (each plat)- $5,900.00
(Note this cost may vary depending on number of lots in each final plat)
The Estimated Total Cost of this service contract is $21,950 as detailed above.
Permit/Review Fees:
1). The review fees for the project would be approximately:
Primary Plat: $ 650
Final Plat $ 695 + /- depending on number of lots.
Owner would be responsible for all required review and permit fees.
Total Cost of review fees $ 1,345 + /-
Terms
If revisions to the above plans detailed above were requested by the owner or by review
agencies, those revisions would be made at our standard hourly rates.
