Board Members Patrick Cottrell, Bruce BonDurant, Laura Vasquez, and Eddie Miller were present. Also present were Police Chief Darryl Boykins, Assistant Fire Chief Howard Buchanan, and Attorney Thomas Bodnar. Martin, Cle k REGULAR MEETING SEPTEMBER 21, 2011 The Board of Public Safety met in the regular meeting at 9:15 a.m. on Wednesday, September 21, 2011, with Board Members Patrick Cottrell, Bruce Bondurant, Laura Vasquez, and Eddie Miller present. Also present were Police Chief Darryl Boykins, Assistant Fire Chief Mark Nowicki and Board Attorney Thomas Bodnar. Jennifer Corle, Engineering, was present in the place of the Clerk of the Board, Linda Martin. The meeting was held in the Board of Public Works Meeting Room, 13th Floor County City Building, South Bend, Indiana. ACCEPT MINUTES OF PREVIOUS MEETINGS Mr. Cottrell advised that if there were no objections by members of the Board, the Minutes of the Public Agenda Session, Police Selection Panel, Executive Session, and Regular Meetings of the Board held on August 17, 2011 would be accepted as presented. APPROVE DUTY MANUAL CHANGES FROM 2007 TO PRESENT In a letter to the Board, Chief Boykins informed the Board that Changers were made to the Duty Manual from 2007 to the present. Submission of these changes was overlooked since the Police Chief change in 2007. Lt i I OZ I Z 2Jjff ajdgS JNi LHIK XV'If J92N REGULAR MEETING SEPTEMBER 21, 2011 448 Commissions are issued for the on- street patrol parking enforcement personnel and they do not include the carrying of a weapon or the powers of arrest. The patrol area includes Eddy Street South of Angela Boulevard and North of Napoleon Street in the designated 2 -hour parking areas; the north and south sides of Napoleon Street south of the Old National Bank as marked 2 -hour parking; Angela Boulevard north of O'Rourke's and Killwin's; Angela Boulevard north of AT &T and McAllister's Deli. The aforementioned individuals have met the Commission requirements of the South Bend Police Department. Upon a motion made by Mr. BonDurant, seconded by Ms. Vasquez and carried, the Special Police Commissions were approved. APPROVE 2011 HALLOWEEN TRICK OR TREAT HOURS In a letter to the Board, Chief Boykins, Police Department, requested the Board approve Monday, October 31, 2011 from 5:00 p.m. to 7:00 p.m. as the official City of South Bend trick or treat hours. He noted in his letter that the date and hours will coincide with St. Joseph County and the City of Mishawaka. Upon a motion by Mr. BonDurant, seconded by Ms. Vasquez and carried, the hours and date were approved as noted above. FILING OF QUARTERLY REPORT FOR SPECIALIZED TRAINING — APRIL MAY AND JUNE 2011 Captain Dave Hecklinski, Director of Training, South Bend Police Department, submitted to the Board a written Quarterly Report for Specialized Training for the periods of April, May and June 2011. The report indicated the specialized training attended, the names of the officers who attended, and the costs involved. There being no questions concerning this report, the Quarterly Report for Specialized Training as submitted was accepted and filed. FILING OF MONTHLY STATISTICAL ANALYSIS REPORT — AUGUST 2011 Mr. Cottrell indicated that unless there were questions or objections by members of the Board, the statistical analysis report for the month of August 2011, as submitted by the Police Department, would be accepted for filing. There being no objections, the following report was accepted for filing: FIRE DEPARTMENT APPROVE MEMORANDUM OF UNDERSTANDING — BROWN MACKIE COLLEGE Mr. Bodnar presented the Board with a Memorandum of Understanding with Brown Mackie College to make a change on a previous Contract made with the school. In Paragraph 13 on Page 3 of the Contract, Mr. Bodnar will clarify that the City's duty to indemnify is conditioned upon the cooperation of Brown Mackie. This Contract enables Brown Mackie's students to work at the Fire Department with the ambulance accounts receivable office. Upon a motion by Reverend Miller, seconded by Ms. Vasquez and carried, the Memorandum of Understanding was approved. APPROVE INDEMNIFICATION AGREEMENT — 319 NORTH NILES AVENUE Mr. Bodnar presented the Board with an Indemnification Agreement for the Fire Department to perform river rescue training at the above address.
