HomeMy WebLinkAbout6B (1)61�16C1) To Redevelopment Commission From Geri Hathaway, Ignition Park Director Subject Ignition Park Infrastructure Phase 1B - BSA LifeStructures Proposal Scope of Work Drawings — Site & Phase 1A, 1B & 1C Project Cost Estimate Date September 27, 2011 On July 26th you approved the BSA proposal for development of Ignition Park's Phase 1A construction documentation to provide road access and utilities to Lot #4, enabling Data Realty to construct their 50,000 sq. ft. building in 2012. Phase 1A is only the 1St step in the development of Ignition Park. Construction documents for the entire Park are required to define the roadways; utilities including power, lighting and communications; sewer, water and the storm water management system with pedestrian green boulevards, canals and retention basin. The full build -out of the ecosystem components of the Master Plan (grey water reuse, energy center, solar & wind) will be implemented in phases as the products selected and the overall systems are deemed sufficiently tested, maintainable, cost effective and provide added value to the City and the Park tenants. Phase 1B provides for development of the entire Certified Technology Park's 84 acres minus the road designed to access buildings between those on Sample and the Circle, as well as widening of Cotter and Scott. Phase 1B includes design of the ecosystem rainwater harvesting system with boulevard rain gardens to the north and east, pedestrian green boulevards with water canals from the NE & NW to the Circle, as well as the Circle's canal and retention pool. Other utilities will be designed as standard construction with the ability to add ecosystem components in the future. The construction cost estimate for Phase 1B as described is $9,230,186 (NIC architectural fees). Architectural services for the development of the 1B Infrastructure can be broken into phases comprised of design development, construction documentation, bidding and construction administration. At this time we would like to proceed with the design development phase including 3rd party pricing. BSA's proposal for that phase only is $335,000. If the 3rd party construction estimate is acceptable Economic Development will return to the Commission requesting authorization for BSA to accomplish the remaining phases. If we expect to attract innovative and entrepreneurial businesses we must act in a similar fashion. Approving this next step in the process to develop Ignition Park, as a park differentiated from other technology parks, will move us forward in that direction. Angela Blvd. South Bend, IN 46697 Re: Ignition Park- Infrastructure Design Phase 1B (Design Development) South Bend, IN Dear Geri: BSA LifeStructures is pleased to submit a proposal for the site infrastructure design services required to develop Phase 1B of Ignition Park. This specific proposal is for Design Development drawings only. However, a breakdown of the fees for the entire project is included in a table below. As is standard practice, these fees also include construction supervision throughout the duration of the construction for this scope of work. It is our understanding that the preferred process for design of Phase 1B would be for BSA LifeStructures to complete Design Development drawings of the site (approximately 301"o complete drawings) and then have the cost evaluated by a third party prior to completing Construction Documents and taking the project out for bid. If the City decides the cost of the project is not viable at the Design Development review, or that the scope of work needs to be reduced due to budgetary concerns, the remainder of the fees noted in the table below would need to be modified prior to extending BSA LifeStructures' contract beyond the Design Development level covered under this proposal. Based on the Master Plan, the following scope will be necessary for the design: • New roadways connecting from the 4 sides of the site to the center round -about will be constructed along with their associated pedestrian walks, rain gardens, street lighting and signage. • The two pedestrian green boulevards heading out form the center of the site to the northeast and northwest will be developed. • The remainder of the site will be graded and seeded with prairie grasses. • A storm water management system, including a series of rain gardens, canals and a retention basin will be installed as well as the wells and pumping facilities required to properly control the system. • Design of the utility infrastructure including looping of the primary systems around the center round - about: power, communications, water, sewer and storm water. • The center plaza, green space and minimal parking will be designed as well. The timeline required for this design is as follows: Signed Agreement by the City of South Bend November 1 Issue Design Development Documents January 30, 2012 Cost Received from 3`d Party Estimate February 20, 2012 Begin Construction Documents March 1, 2012 Complete Construction Documents June 1, 2012 Begin Construction July 1, 2012 The probable construction cost for the Phase 113 infrastructure is currently estimated at approximately $9,230,000. Common area power will be central metered. • Communication conduit system. • Rain Water Harvesting: Install rain water harvesting system throughout the campus which includes canals, underground box storage culverts, collection pond, and pumping system. • Sanitary: Install sanitary system along roadways to adequate city sewer. • Storm: Install storm sewer collection system to rain water harvesting system. • Water: Water main to be extended to include adequate fire protection and hydrant locations for public safety.
