This is a request to the Redevelopment Commission for funds to support an infrastructure
improvement project in the South Bend Central Development Area (SBCDA).
The Redevelopment Commission has been asked to partner with the Board of Public Works
in the extension of a water main and attendant sidewalk and street repair to allow for the
redevelopment of a downtown property that includes the adaptive re -use of a vacant
second floor space and a Downtown South Bend Inc. fagade improvement grant (see
attached renderings).
In addition to the redevelopment opportunity, this project will also ensure the retention of an
existing downtown business — the Blarney Stone — as a result of a fire protections system to
be installed in conjunction with this project. (see attached legal memo).
The Board of Public Works has agreed to an in -kind contribution of labor and equipment
(valued at approximately $10,000) and is asking Redevelopment to provide the materials at
a cost not to exceed $10,000. The building owner will invest $17,000 for the fire
suppression system and an additional $25,000 for fagade improvements
Staff requests a non -to- exceed amount of $10,000 (based on a materials list and scope of
work) to support this project.

RE: conditional Restaurant License - The Blarney Stone
-ear Mr. Hensley:
Thank you for meeting with Fire Department officials Federico
Rodriguez and John Fleming and me today at the Blarney Stone to
discuss the measures necessary to obtain Fire Department approval for
your restaurant license for 2011. Also present were Jim Markle, Aaron
Perri, Tamara Nicholl -Smith and John Freidline.
We learned that Downtown South Bend and Community and Economic
Development are working with Mr. Freidline to supply water and make
the sprinkler system operational. Anticipating that the system will
be in place by February 2012, the City will be able to issue the
restaurant license for 2011 on the condition that you hire a fire
watch person and have that person dedicated solely to fire watch at
any time that the Blarney Stone is open for business. This person
cannot have any other tasks, and must be in place regardless of the
number of patrons in the building.
It also will be necessary to have the occupancy limit posted and
monitor,the patrons to avoid exceeding the limit.
It appears to me that your 2011 license, for which you have paid,
will expire on February 28, 2012. By that date we expect that you
will have the sprinkler system working and obtain your restaurant
license for 2012 without the additional conditions.
