A RESOLUTION APPROVING AN APPLICATION FOR
REAL PROPERTY TAX DEDUCTION
WHEREAS, I. C. 6- 1.1- 12.1 -20) provides that an application for property tax deduction
may not be approved when the property is located in an allocation area as defined in I.C.
36- 7- 14 -39, unless the Redevelopment Commission which designated that allocation area adopts
a resolution approving that application; and
WHEREAS, the South Bend Common Council has received a petition for ten years of real
property tax abatement consideration from the South Bend Redevelopment Commission on behalf
of Design Packaging, Inc. for real property located at the southeast corner of Bronson Street and
Lafayette Blvd. between Bronson Street and Tutt Street in the Sample -Ewing Development Area,
the legal description of which is attached hereto, marked Exhibit "A" and incorporated herein;
and
WHEREAS, this Commission declared the Sample -Ewing Development Area by
Resolution No. 1222, adopted February 4, 1994, and in the same resolution declared the Sample -
Ewing Development Area, Allocation Area No. 8; and
WHEREAS, the property located at the southeast corner of Bronson Street and Lafayette
Blvd. between Bronson Street and Tutt Street is located within the Sample -Ewing Development
Area, Allocation Area No. 8;
NOW, THEREFORE, BE IT RESOLVED by the South Bend Redevelopment
Commission as follows:
1) The Commission finds that the application from the South Bend Redevelopment
Commission on behalf of Design Packaging, Inc. for ten years of real property tax abatement
consideration for property located at the southeast corner of Bronson Street and Lafayette Blvd.
between Bronson Street and Tutt Street in the Sample -Ewing Development Area, Allocation Area
No. 8, is hereby approved.
2) That a copy of this resolution be forwarded to the South Bend Common Council to
indicate the Commission's approval of the petition for real property tax abatement for the South
Bend Redevelopment Commission on behalf of Design Packaging, Inc.
Approved this 21st day of April 1995, at the regularly scheduled meeting of the South
Bend Redevelopment Commission.

On April 18, 1995, petitions for tax abatement consideration for real and personal
property located at the southeast corner of Bronson Street and Lafayette Boulevard were
filed with the City Clerk by the South Bend Redevelopment Commission on behalf of
Design Packaging, Inc. Pursuant to Chapter 2, Article 6, Section 2 -77 of the Municipal
Code of the City of South Bend, the petitions were referred to the Department of
Community and Economic Development for purposes of investigation and preparation of
a report determining whether the area qualifies as an Economic Revitalization Area
pursuant to I.C.6 -1.1- 12.1 -1 and whether all zoning requirements have been met.
The Department of Community and Economic Development has reviewed the petitions
(copies of which are attached), investigated the area and makes the following report.
PROJECT DESCRIPTION
Design Packaging proposes to build a new 42,000 sft. manufacturing facility on 3.1
acres of land located at the southeast corner of Bronson Street and Lafayette Boulevard,
which is the location of the former Transwestern Building. Design Packaging designs and
manufacturers corrugated packaging products. The new building will house the main
offices, manufacturing, warehousing and distribution operations. The total cost of the new
building is estimated at $950,000. In addition new machinery and equipment used in the
manufacturing process will be brought in at an estimated cost of $175,000.

While it is unknown at this time the number of jobs this project will create, the petitioner
has indicated that one of the precipitating factors in choosing the location in question is
to try to maximize the employment opportunities for the minorities in the area. The project
will also maintain twenty -six (26) permanent full time and no part time jobs representing
an annual payroll of $572,000.
REPORT SUMMARY
1. The petitioner has not been granted any previous tax abatement consideration.
2. The Building Commissioner has reviewed the project and has found it to be properly
zoned for the proposed use.
I 3. The property is located in an area presently designated as a Tax Abatement Impact
Area by the South Bend Common Council.
4. The property is also located in the Sample /Ewing Development Area which is a Tax
Incremental Financing Allocation Area, therefore, the petitions for ten years of real
property abatement and the petition for five years of personal property abatement
first require the approval of the South Bend Redevelopment Commission.
5. A review of the Tax Abatement Ordinance (no. 8065 -90) finds that the petitioner
meets the qualifications for a ten (10) year real property tax abatement under
Section 2 -82.1, (Industrial Development in the Urban Enterprise Zone and
Redevelopment Blighted Areas) and meets the qualifications for a five (5) year
personal property tax abatement under section 2 -84.2 (Tangible Personal Property
Tax Abatement).
