Subject: Professional Services Agreement — Architectural Design Group (ADG) Prairie Salvage relocation services Date: September 27, 2011 Since April of this year, staff has been working with Prairie Salvage to find a suitable location within the city limits. Because of their business, Prairie Salvage needs primarily an open space building with little to no office space, approximately 7,500 square feet, and one story at ground level. Two different real estate agents looked for buildings meeting this standard, and found none. All available listings are either too big or small, not at grade level, or are mainly office space. After a brainstorming session, staff discovered two buildings not currently listed that could be possibilities. One, the old Color Tile building on Lincoln Way East (LWE), would have an acquisition and rehabilitation cost of over $380,000, with business moving costs taking this total to approximately $420,000. The second building is also on LWE. Acquisition cost of this building would be $150,000. To enable staff and Prairie Salvage to understand the condition of the building, and what costs may be associated with necessary improvements, the building needs inspected and, based on those inspections, cost estimates gathered. In addition, the Building and Fire Departments will need to inspect the building and their recommendations incorporated into any rehabilitation plan. Since ADG has helped in two prior Commission relocations, they were asked to provide the attached proposal. (ADG) will provide design and consulting services to the City of South Bend (Owner) for the Relocation of Prairie Salvage & Surplus Sales to 735 Lincoln Way East, South Bend. PROJECT UNDERSTANDING The Project Site has .43 acres and is located at 735 Lincoln Way East, South Bend. The site is zoned GB- General Business District. A one -story industrial building exists and has approximately 13,383 sf, including 3,800 sf of basement. The City of South Bend wishes to investigate the physical condition of the existing site and building for the purpose of the determining the suitability for relocating Prairie Salvage & Surplus Sales from their present location on Prairie Avenue. The Project Budget shall be determined as part of ADG's scope of service. ADG SCOPE OF SERVICES 1. ADG shall be responsible for the following services: PRE - DESIGN PHASE a. Meet with designated City of South Bend and Prairie Salvage representatives; Review the specific objectives, schedule and budget limitations to ascertain the requirements of the Relocation Project and the suitability of the existing building at 735 Lincoln Way East.. 922 E. Field Verify the Existing_ Physical Conditions and Dimensions of the site; Work shall include the field verification, inspections, and photo documentation of the site and building's physical conditions, layout, roofing, plumbing, hvac, and electrical systems. c. Prepare Projected Cost Estimates; Work shall include the preparation of an Estimate of the projected costs to repair, and /or replace the existing roofing, plumbing, hvac, and electrical systems. The purpose of the estimates will be for City budgeting of the projected costs to determine if the building is suitable for specific remodeling needs of Prairie Salvage. d. Field Measure and Document the Existing Site and Building; Work shall include the preparation of scaled drawings of the site plan, floor plans (first floor and basement) and exterior building elevations. Report of Field Verification; Work shall include a report of findings, including the projected cost estimates, and existing site plan, floor plans, and exterior building elevations. BASIS OF COMPENSATION The Owner shall compensate ADG as follows for Services, as described in ADG Scope of Services: Not -to- exceed sum equal to seven thousand two hundred dollars ($7,200). Services not specifically identified in the ADG SCOPE OF SERVICES, shall be considered Additional Services and shall only be performed with authorization from the Owner. The fee for these services shall be computed on an hourly rate as follows: Principal Architect Principal Engineer Project Architect Engineer CADD Technician Clerical REIMBURSABLE EXPENSES $135 /Hour $135 /Hour $115/1-lour $115 /Hour $ 90 /Hour $ 45 /Hour Shall include expenses incurred by ADG and our consultants in the interest of the Project including printed copies, plotted reproductions, postage and express courier. All ADG Service Provider expenses shall be invoiced at the rate of 1.10 multiplied times the direct expense incurred, otherwise the direct ADG expense will be invoiced. Special consultant(s) providing services to investigate existing conditions beyond a visual inspection, such as core testing, selective demolition, etc. We trust that these general terms meet your approval. If this proposal is acceptable to you, please sign and date the two copies and return one copy to our office. Once we have your approval, we will execute an American Institute of Architects Standard Form of Agreement Between Owner and Architect, AIA Doc. B151.
