Install a minimum of an additional 12" of blown -in cellulose insulation in attic area, the insulation is to be mechanically blown into area. All homes with soffiting are to have baffles attached to roof deck or rafters to prevent over blow into soffit areas (regardless if ventilation is present). Attic access openings (hatches or pull down stairs) are to be insulated with a fiberglass batting to at lease an R- 30 and weather - stripped to prevent air movement. The insulation is to be mechanically fastened to access panel to prevent misalignment.
