AN ORDINANCE APPROPRIATING MONIES FOR THE PURPOSE OF
DEFRAYING THE EXPENSES OF SEVERAL DEPARTMENTS OF
THE CIVIL CITY OF SOUTH BEND, INDIANA FOR THE
FISCAL YEAR BEGINNING JANUARY 1, 2008, AND ENDING
DECEMBER 31, 2008, INCLUDING ALL OUTSTANDING CLAIMS
AND OBLIGATIONS, AND FIXING A TIME WHEN THE SAME
SHALL TAKE EFFECT
STATEMENT OF PURPOSE AND INTENT:
It is necessary to pass this Ordinance in order to appropriate monies to defray the expenses of several
departments of the Civil City of South Bend, Indiana for 2008.
NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF
SOUTH BEND, INDIANA, AS FOLLOWS:
SECTION I. For the expenses of the Civil City Government, its various departments, funds,
commissions, and institutions for the fiscal year ending December 31, 2008, the following sums of money, as
set forth in the attached budget which is made a part hereof, are hereby appropriated and ordered set apart out
of the funds hereinafter named, and for the purposes hereinafter specified, subject to the laws governing the
same. The sums herein appropriated shall be deemed to include all expenditures authorized to be made in said
year, unless otherwise expressly stipulated or provided by the laws.
SECTION II. For the fiscal year ending December 31, 2008, there is hereby appropriated out of the
General Fund and from Funds other than the General Fund, of said City to wit:
Park and Recreation Fund
Park Recreation Non-Reverting Fund
East Race Waterway
Motor Vehicle Highway Fund
Community and Economic Development Fund
Human Rights -Federal Fund
Local Roads and Streets Fund
Liability Insurance & Premium Reserve Fund
Self-Funded Employee Benefit Fund
Central Services Fund
Redevelopment Bond Fund (College Football Hall of Fame)
Professional Sports Development Fund
County Option Income Tax Fund
Cumulative Capital Development Fund
Cumulative Capital Improvement Fund
County Economic Development Income Tax Fund
E.M.S. Capital Improvement Fund
River Rescue Fund
Hazmat Fund
Morris Performing Arts Center Capital
Coveleski Stadium Capital
Park Department Non-Reverting Capital Fund
Fire Pension Fund
Police Pension Fund
SECTION III. This Ordinance shall be in full force and effect from and after its passage by the
Common Council and approval by the Mayor.

An Ordinance Fixing Maximum Salaries and Wages of Appointed Officers
and Non-Bargaining Employees of the City of South Bend, Indiana, for the
Calendar Year 2008
An Ordinance of the Common Council of the City of South Bend, Indiana
setting the annual salaries for the Mayor for calendar year 2008
Dear Mr. Rouse:
Attached for filing are four ordinances relative to the 2008 budget for the City of South Bend.
Two of the ordinances are necessary to appropriate monies to defray expenses of several City
departments and designated funds, the third is necessary in order to levy taxes and fix the rate
of taxation for the purpose of raising revenue, and the fourth sets forth the annual
compensation for non-bargaining employees of the City for the year 2008.
