Home My WebLink About07-16-07 MinutesSOUTH BEND BOARD OF PARK COMMISSIONERS REGULAR MEETING JULY 16, 2007 The Board of Park Commissioners of the Park District of the City of South Bend, Indiana met on Monday the 16th of July 2007 at the O'Brien Administration & Recreation Center, 321 E. Walter St., South Bend, Indiana for its regular meeting. Notice of the date, time and place of the meeting were duly given as required by law. Park Board members present were as follows: Mr. Robert Goodrich, Vice President Dr. Thomas Kelly Mr. Garrett Mullins Park Board members absent were as follows: Mr. Robert Henry, President Staff members present: Phil St. Clair, Superintendent; Bill Carleton, Fiscal Officer; Susan O'Connor, Recreation Director; Randy Nowacki, Director of Golf Operations; Terry DeRosa, Zoo Director; Mike Dyszkiewicz, Maintenance Superintendent; Ray Comer, Athletic Supervisor; Matthew Moyers, Special Projects Manage; Thomas Bodnar, Park Board Attorney L The meeting was called to order by Board Vice President Robert Goodrich at 4:07 p.m. II. The first order of business was Nye interviewing of interested citizens. 1. Mr. Paul Borowski, ~? 17 Cabot Dr., South Bend, IN, addressed the Board regarding the telecast of the Bid East Softball Tournament from the Belleville Complex. He thanked the Department and the Byers for their help with the telecast. He also addressed his concerns with Tarkington Park. The truck parking problem is apparently resolved. He addressed other concerns with maintenance in the park. Dr. Kelly strongly suggested that a response to his concerns be put in writing and the matter be resolved. 2. Martha Lewis of the Botanical Society addressed the Board with an update of activieties and plans at the Conservatories. She requested permission to sell Conservatory related items at the Conservatory as a fund raiser to enhance the endowment. Superintendent St. Clair suggested that they be given permission in the interim and to come back at the next meeting with specific language regarding the sales. Mr. Mullins made a motion to give temporary permission to sell items and a more formal approval would be given at the next meeting. Dr. Kelly seconded and it was passed. 3. Ms. Dawn Johnson, Executive Director of the Urban youth Services, addressed the Board --1-- to request doing a one day project at Friendship Station. It would involve bricking an area in front of the benches. She requested the Park Department provide some excavation to make the ground leveling easier. Mr. Dyszkiewicz said he would work with them to provide a back hoe. Dr. Kelly made a motion to approve the project as presented and to work with staff. Mr. Mullins seconded the motion and it was passed. III. The next order of business was unfinished business. Awarding of O'Brien Storage Building Quote- Mike Dyszkiewicz Mr. Dyszkiewicz recommended the Board approve the quote from Kaser-Spraker for the amount of $34,670 over the quotes of LL Geans ($54,029) and Gibson & Lewis ($58,653). Mr. Mullins made a motion to approve the recommendation of Kaser-Spraker for $34,670. Dr. Kelly seconded the motion and it was passed. IV. The next order of business was new business. Request to Ratify Modified Memorandum of Understanding concerning the Salvation Army and Alonzo Watson Park- Charlotte Sobol Ms. Sobol of the Historic Preservation Commission requested the Board ratify a modified Memorandum of Understanding for the Kroc Center project at Alonzo Watson Park. Dr. Kelly made a motion to approve the amended MOU as presented. Mr. Mullins seconded the motion and it was appro~-~ed. 2. Requests for Use of Parks- Ms. Harriman requested the Board approve the following requests: a. Alonzo Watson Park- Sale ation Army Outreach Program- August 2, 2007 b. Pinhook Park- An~~el of Hope Ride- August 18, 2007 She recommended approv°al of all requests. Mr. Mullins made the motion to approve the above requests and it was seconded by Dr. Kelly. The motion was approved. 3. Arborist License Renewals- The following license application was presented for approval by the Board: a. ~~' I M Recycling Dr. Kelly made a motion to accept the renewals of the Arborist Licenses and Mr. Mullins seconded the motion. It was passed 4. Opening of Leeper Park Tennis Center Project Bids- Pat Brown, Mike Dyszkiewicz Mr. Brown of Sitescapes, Inc., presented three sealed bids for the Board's consideration. --2-- Dr. Kelly made a motion to refer the bids to staff for review with the option of coming back the Board at this meeting or at a special meeting with their recommendation. Mr. Mullins seconded the motion and it was passed. 5. Qpening of Splash Pad Quotes- Mike Dyszkiewicz Mr. Dyszkiewicz presented three sealed quotes to the Board. They were RecSource, St. Clair Corporation, and Snyder & Associates, in association with Casteel Corporation. Mr. Dyszkiewicz reported that St. Clair Corp. didn't meet the specifications of the quote. They didn't quote on stainless steel piping as specified. The quote was rejected as unresponsive. The quotes were opened and read aloud: --3-- RecSource- $74,000 Snyder & Associates (Casteel)- $80,100 Mr. Mullins made a motion to refer the quotes to staff and report to the Board at the August meeting with their recommendation. Dr. Kelly seconded the motion and it was passed. 4. (Cont'd) Opening of Leeper Park Tennis Center Project Bids- Pat Brown, Mike Dyszkiewicz Mr. Brown and Mr. Dyszkiewicz came back to the Board and recommended the Board accept the base bid and alternate #3 from Brooks Construction in the amounts of $382,177 and $30,707, respectively. Mr. Mullins made a motion to accept Brooks Construction's base bid of $ X82,177, reject alternates #1 and 2, and accept alternate #3 for $30,707. Dr. Kelly seconded the motion and it was passed. 6. Request to Approve 2008 Fee Schedule- Susan O'Connor Ms. O'Connor requested the Board approve the 2008 fee schedule that was presented to the Board at the June meeting. (see attached schedule) Dr. Kelly made a motion to approve the fee schedule. Mr. N~ullins seconded the motion and it was passed. V. Approval of Minutes Mr. Mullins made a motion to appro~-~e the minutes of the regular Board meeting held on June 18, 2007 as amended. The motion was seconded by Dr. Kelly and approved. VL Approval of Maintenance Vouchers A motion was made by Dr. Kelly to approve maintenance vouchers for June 2007 totaling $1,182,437.15. Tt was seconded by Mr. Mullins. There being no further discussion, the motion was passed. VII. Business of the Superintendent 1. Superintendent St. Clair reported that the 2008 budget has been submitted. 2. It is possible that the Department will undertake the mowing of all City properties as well as properties cited by Code Enforcement for remediation. That project is not included in the bud~~et as presented. There is also a capital component of appro~mately $48,000 for equipment. 3. We have been asked by the Mayor to take over the administration of the after school program that is currently run by Community and Economic Development, as well as the Building Blocks program. This program gives grants to organizations and residents to beautify their properties. It has been discussed to change the way it is administered to run it from the Conservatory and buy and plant flowers using a small part time crew. 4. The opening of the Riverside Trail is on July 19 at the Keller Park observation park at 1 pm. The Mayor will open the 1.75 mile phase of the trail. The Park Department will be --4-- responsible for the maintenance of the trail. VIII. Comments by the Recreation Director L Ms. O'Connor reported that the weather has helped with attendance. The pools have done well. 2. Programs end in two weeks. 3. The Kid's Triathlon is in two weeks. 361 children are signed up. 4. 20,5171unches were served in the playground program. 34,170 participants hay-~e taken part. 5. The National Men's and Women's Major Softball Tournaments start August ? at the Belleville Complex. 6. The Lady Soldiers 10 and under basketball team went to Orlando, FL for a national tournament. 7. The Star Run was held two weeks ago. IX. Comments by the Director of Marketing & Promotions 1. Mr. Moyers reported that the accreditation process is nearing completion. The accreditation team of three parks and recreation professionals will be visiting us next week for three days. They will then submit a report to the certifying agency and we will have our hearing in September at the NRPA national conference. X. Comments by Maintenance Superintendent 1. Mr. Mike Dyszkiewicz informed the Board that the Windows on the River program is going well. This project is clearin~~ brush and overgrowth along the riverbank to open vistas on the river. 2. The Department is haulin~~ bleachers for the Hall of Fame Induction ceremonies. 3. Repairs are still on~~oing at the greenhouse. 4. East Race walkways are being repaired. 5. Boilers are being prepped for winter heating. XL Comments by the Zoo Director I . Mr. DeRosa reported that Zoofari had 3,000 participants. 2. He niet with the president of the Botanical Society and discussed needs and issues at the C9onservatory/Greenhouses. 3. The parking lot at Kid's Kingdom is done and provides 80 new spaces. XII. Comments by the Golf Operations Director 1. Mr. Nowacki reported that the weather has been good for golfing. Revenues are up, but rounds are down. --5-- 2. The Mike Garbacz plaque was dedicated on July 14. 3. The Junior Tour was held at Elbel recently and had 138 players. 4. The Women's Metro was played at Elbel and Erskine. There were 48 players. 5. The Erskine Pepsi State Junior Tournament was held with 100 participants. 6. The Men's Metro Tournament starts this weekend. Elbel holds the first two rounds and Erskine has the third. The fourth round will be played at Warren Golf Course. Mr. Goodrich commented that he thought courses were in the best shape he has ever seen them and he complimented the greens superintendent. XIII. There being no more business to come before the Board the meeting adjourned at 6:12p.m. The next regular meeting will be held August 20, 2007 at 4:00 p.n~. in the Boardroom of the O'Brien Administration Center.
