HomeMy WebLinkAboutNo. 1695 approving the fair re-use value of property in the SEDA�1 *91 ktj 11 117 :l :IIa L S FI RESOLUTION OF THE SOUTH BEND REDEVELOPMENT COMMISSION APPROVING THE FAIR RE -USE VALUE OF PROPERTY IN THE SAMPLE -EWING DEVELOPMENT AREA WHEREAS, the property listed on the attached Exhibit "A" has been appraised by two qualified, independent, professional real estate appraisers and a written and signed copy of their appraisals is contained in the Commission files; and WHEREAS, each such appraisal has been reviewed by qualified Redevelopment staff and no corrections, revisions, or additions were requested by such review; and WHEREAS, the reviewer has prepared a written report which indicates that the appraisals are complete and consistent in the factual data contained therein, comply with existing statutory and regulatory requirements and are acceptable for the determination of fair value. NOW, THEREFORE, BE IT RESOLVED by the South Bend Redevelopment Commission, Governing body of the City of South Bend Department of Redevelopment, that based upon such appraisals and the review thereof, the fair value for the re -use indicated of the property listed in Exhibit "A ", attached hereto and made a part hereof, is established as shown thereon and all documentation related to such determination is contained in the Commission files. Adopted at the rescheduled regular meeting of the South Bend Redevelopment Commission held on the 25th day of June 1999 in Room 1308 County-City Building, 221 West Jefferson Boulevard, South Bend, Indiana 46601. Parcel 5 approx. 41,000 sf $33,550 Commercial 0 STUDEBAKER CORRIDOR DEVELOPMENT AREA Bid Specifications and Design Considerations Purchase of Redevelopment Property Northwest corner of Sample and Main St. Disposition Parcel 5 All of the provisions of I.C. 36- 7 -14 -22 will apply to the bidding process. 2. All offers must not exceed a purchase price of $ 33,550. 3. The minimum site coverage should be 20% (building to site ratio). 4. All proposals must conform to the zoning requirements set forth for "D" light industrial areas. All proposals must conform to height and area requirements as set forth for "I"" areas. 5. All proposals must conform to the Studebaker Corridor Design Guidelines. 6. Proposed parkways and sidewalks should be consistent with existing parkway and sidewalk dimensions. 7. All proposals must include a plan for on -site parking, storage, screening and landscaping, as appropriate to the particular development. 8. All on -site storage areas must be screened with appropriate landscaping and /or fencing. Barbed wire or razor wire on top of fencing is not acceptable. Trees, bushes or shrubs should be a minimum of 6' high and spaced a maximum of 3' apart, depending on the nature of the planting. Preference will be given to proposals which minimize the use of outside storage areas. 9. The entire site will be properly landscaped according to the requirements set forth in the Studebaker Corridor Design Guidelines. 10. Preference may be given to the bidder who is willing to undertake additional investment in projects other than industrial, warehouse or convenience /service station projects that will help implement the Downtown/East Bank plan. 11. Preference may be given to the bidder who will not request a tax abatement for the project to be developed on the Main - Sample parcel. 12. Preference may be given to the bidder who agrees to work with the Urban Enterprise Association and its Zone Resident Employment Program to place qualified zone residents in jobs. 13. Preference may be given to the bidder who agrees to work with adjoining property owners to organize property lines, circulation and parking in a coherent and cohesive site plan. 14. Preference may be given to the bidder who is proposing retail, a retail related or mixed -use project that does not include the sale or dispensing of alcoholic beverages. 15. Preference may be given to designs which: distribute building bulk along the South -East portion of the site, with on -site parking and auto related functions located in the rear, or by other means, provide a visual or physical definition between the site and the public right of way; incorporate the historical theme of "Studebaker" into the proposal; focus on the design of any building(s) as a means for drawing customer attention to service being provided or business being conducted, in lieu of outdoor advertising signage; and utilize masonry or an approved material other than metal, as the primary building material for facades. Any portion of the site not used for buildings, streets, loading /staging areas or driveways co shall be planted and maintained as a landscaped area. 17. Bidders are required to present their proposals at a Redevelopment Commission meeting. a 11 18. All other provisions of the Sample Ewing Development Plan and Studebaker Corridor Design Guidelines must be met. 19. No outdoor advertising sign (off - premise sign) shall be located on this parcel and this will be included as a restrictive covenant in the deed.
