Gary Gilot, Director of Public Works, reported that the BPW had recommended to the Council favorably as long as certain access agreements for safety vehicles were signed. Asked if the Clerk's Office had notified the petitioner of the hearing. Mr. Voorde said calls were made and notices sent. Chairperson Varner asked notice be sent again. At that Tom LaFountain moved the bill continued until August 8, 2011. Councilmember Henry Davis seconded and all affirmed. Bill No. 44-11 —Appropriation for 2011 Paving and Signalization Chairperson Varner recognized the Mayor who briefly outlined the 2011 paving program. Gary Gilot followed, giving detail as well as a color coded handout(attached)which summarized paved streets from 2000-2010. Turning to Council comments, Councilmember Puuello applauded the program. Councilmember Oliver Davis asked if cost figures were available for the paving completed. Councilmember's White and Davis asked three questions. The first,from Councilmember White, asked if Council paving requests were considered. Gilot said indeed they were. Gary answered White's second question about whether the work would be contracted or not, by saying most would be done in house. Karen's third question the rationale behind the request for a traffic signal on Western and Laurel. Councilmember Henry Davis followed with similar questions questioning how paving decisions were made. After Gary explained Councilmember LaFountain motioned and Councilmember Henry Davis seconded a favorable recommendation to Council. All affirmed. Bill No. 18-11 —Amending Building Department Fees At the request of Chuck Bulot, the Building Department, Director, the bill on a motion by Councilmember LaFountain and seconded by Councilmember Henry Davis the bill was continued until August 22, 2011. • Under misceilaneous the Council asked Gary Gilot for a progress report on by-pass construction at the August 22, 2011 meeting. • Murray Miller asked about the implementation of the affirmative action Bill#86-10 recently, passed by Council. • Karen White said she wants to be part of the process in choosing the board and compliance officer. • Gary responded saying much was already being done to assure equal opportunity for minority owned businesses. Mayor Luecke reiterated it was the city's goal to increase opportunities for all. Gregg Zientara said the city uses a state supplied list of 23 qualified minority vendors to do business with. • Councilmember Henry Davis suggested there was a communications gap between the City and minority contractors.
