I � � O�° —�I AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA APPROPRIATING $ 1,000,000 IN INFRASTRUCTURE INVESTMENT FOR ADDITIONAL STREET PAVING AND INSTALLATION OF A TRAFFIC SIGNAL REQUIRED FOR EFFICIENT TRAFFIC FLOW IN 2011 STATEMENT OF PURPOSE AND INTENT A project pertaining to structural improvement has been identified of interest and benefit to the City of South Bend. This project includes investment in street paving to repair certain deficient street surfaces and the installation of a traffic signal required to enable efficient traffic flow on a main city artery. It is necessary to appropriate the funds to make this infrastructure investment expenditure. NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA as follows: Section I. The sum of$ 400,000.00 is hereby appropriated and set aside within Motor Vehicle Highway Fund#202 for purposes of investment in the street paving proj ects. Section II. The sum of$ 600,000.00 is hereby appropriated and set aside within Local Roads and Streets Fund#251 for purposes of investment in the street paving and traffic signal installation projects. LUECKE,MAYOR DEPARTMENT OF ADMINISTRATION & FINANCE GREGG D.ZIENTARA CONTROLLER July 6, 2011 Mr. Derek Dieter President, South Bend Common Council 4th Floor, County-City Building South Bend, IN 46601 re: Infrastructure Spending Bill for Appropriation by the Common Council Dear President Dieter: City Administration has been actively pursuing several projects pertaining to economic development, community development, and structural improvement of interest and benefit to the City of South Bend. As such, City Administration herewith submits for Council consideration, the attached bill, which includes the request of funding for projects as follows: Bill 27-11 was originally filed with the Common Council including several projects of economic development, community development and structural improvement benefit to the City of South Bend. Bill 27-11 was amended a with 1St Substitute version, introduced by Mayor Luecke at the Personal and Finance Committee meeting of June 13, 2011. The substitute version removed certain of the line item projects included in the original Bill 27-11 filing. A line item entry originally included in Bill 27-11 and removed in the substitute version, was$1.950 million for additional street paving projects in fiscal 2011 and $0.150 million for the installation of a traffic signal at the intersection of Western Avenue and Laurel Street,for a total investment of$2.1 million. The substitute version of Bill 27-11 was introduced to separate the bill into compartmentalized discussion elements to provide Common Council increased time to review and consider the various projects submitted by City Administration. Mayor Luecke, informed Council at that time, that City Administration would return to Council and would file new bills as required for line item projects included in the original bill however removed from the substitute bill. Therefore, City Administration now returns to the Common Council and hereby files the enclosed new spending bill ordinance, requesting Council to approve and appropriate monies to allow for additional infrastructure improvements benefiting the City of South Bend as follows: Street Paving — request for infrastructure investment of $0.850 million to allow additional street paving projects to be affected in fiscal 2011 required to improve deficient city streets encompassing certain main commercial arteries within the city. This appropriation will augment the 2011 budget Council approved street paving investment of$2.0 million, for a total street paving investment in fiscal 2011 of$2.85 million. Traffic Signal Installation — request for infrastructure investment of $0.150 million to allow for the installation of a new traffic signal at the intersection of Western Avenue and Laurel Street. The traffic signal proposed is required to enable traffic efficient entry and exit to the Kroc Center Facility based on City Engineering projections of traffic volumes. The proposed source of funds for this appropriation is as follows: Project Fund $ Amount Street Paving Fund 202 Motor Vehicle Highway 400,000 Fund 251 Local Roads &Streets 450,000 Traffic Signal j Fund 251 Local Roads &Streets 150,000 Total 1,000,000 This bill is presented to Council for first read at the July 11, 2011 Council meeting; committee meeting, 2nd read, 3�d read and Council vote on July 25, 2011. Mayor Luecke and Public Works Director Gilot will present this Bill to the Common Council at the appropriate Council Committee meeting, public hearing and at the Council meeting.
