Subject: Resolution 2927 and Addendum To Master Agency Agreement
LaSalle Square Phase One — Supplement #1 Project
Date: August 9, 2011
Attached to this memorandum is Resolution 2927 and Addendum To Master Agency
Agreement for the LaSalle Square Phase One — Supplement #1 project.
On June 28, 2011 the Redevelopment Commission approved Resolution 2912 to allow for
the design, and development of bid documents for, the construction of Bonds Avenue ( ±470
feet) and a new city street ( ±340 feet) adjacent to the St. Joseph County Public Library, as
part of site improvements for a proposed senior housing development (Heritage Place at
LaSalle Square). Additional work included utility survey, environmental assessment of the
former Fernando's restaurant (prior to demolition) and engineering design to relocate
sanitary sewer and water main currently running through the development site. Total cost
of these services was approved for $62,400.
The attached document includes an engineer's estimate of all work to be completed as a
continuation of this project, including the cost of the road and sidewalk improvements to
both Bonds Avenue and the library drive, utility realignment and the demolition of the former
Fernando's restaurant. This work will be coordinated among the city, Abonmarche and its
client Sterling Group, LLC (developers of the senior housing), to ensure timely completion,
to protect against damage as a result of concurrent construction activity at the site, and to
allow all improvement to be made and the resulting city- standard streets to be turned over
to the Street Department for maintenance prior to winter. Total cost estimated for this work
is $398,555, with a request for a not -to- exceed amount of $400,000.
Staff requests approval of Resolution 2927 and the Addendum To Master Agency
Agreement for the LaSalle Square Phase One — Supplement #1 Project.
