207 South Bend Common Council
The October 8, 2007 meeting of the Personnel and Finance Committee of the South Bend
Common Council was called to order by its Chairperson, Council Member Charlotte D.
Pfeifer at 3:25 p.m. the Council's Informal Meeting Roam.
Persons in attendance included Council Members Dieter, Varner, White, Kirsits, Kelly,
Pfeifer, Rouse and Puzzello; City Attorney Charles Leone, John Murphy, Jeff Gibney,
John Murphy, Pam Meyer, Bob Mathia, Council Intern Antoinette Redding, Martha Lewis,
Jamie Loo of the Soufh Bend Tribune and Kathleen Cekanski-Farrand, Council Attorney.
Council Member Pfeifer noted that the Committee Members include Council Members
Kuspa, Kirsits, Varner and herself; and Diana Hess is the Citizen Member. Today's
committee meeting was called to review Bill No. 57-07 the proposed 2008 salary
ordinance for the Mayor.
Bill No. 57-07 2008 Sala for the Ma or:
City Attorney and Acting Mayor Charles Leone made the presentation on Bill No. 57-07.
He noted that the salary increase is the same as the non-bargaining employees.
In response to a question from Council Member White, Mr. Leone confirmed that the 2008
salary of $94,633 reflected a 2% increase over the 2007.
There was no one from the public to speak in favor or in opposition to the Bill.
Council Member White made a motion, seconded by Council Member Kirsits that Bill No.
57-07 be recommended favorably to Council. The motion passed.
Miscellaneous Buslr~ess:
Council Member Dieter noted that under the leadership of Council President Rouse, the
Common Council is the only city group which will not be getting salary increases in 2008.
Council Member Pfeifer noted that the additional monies however were kept i the
Council's budget so that they would be available far "what the Council saw fit".
In response to a question from Council President Rouse, the Council Attorney noted that
the Council passed at their last Council meeting the ordinance setting the Teamster
salaries at 2%, which satisfied the state law required to take final action prior to September
30th. She stated that former City Controller Fanello indicated to her that the City
Administration would be filing an ordinance to amend that ordinance to include a 2%
increase for the Teamsters for calendar years 2009 and 2010. She stated that she has not
received any further updates.

There being no further business to come before the Committee, Council Member Pfeifer
adjourned the Committee meeting at 3:28 p.m.
