HomeMy WebLinkAbout04/09/07 Committee Meeting Minutes~;:,,. ~~#~ : ' Public Works and Property Vacation Committee 2007 South Bend Common Council The April 9, 2007 meeting of the Public Works and Property Vacation Committee of the South Bend Common Council was called to order by its Chairperson, Counci[ Member David Varner at 3:13 p.m. in the Council's Informal Meeting Roam. Persons in attendance included Council Members Kelly, Varner, Pfeifer, Kirsits, White, and Puzzello; Citizen Member J. Edward Talley, Public Works Director Gary Gilot, City Engineer Carl Littrell, Building Commissioner Don Fozo, Michael Danch, Mrs. Kopola, Jamie Loo of the Soufh Bend Tribune and Kathleen Cekanski-Farrand, Council Attorney. Dr. Varner noted that the Committee members include Council Members Pfeifer, Dieter, Kelly and himself; along with J. Edward Talley as the Citizen Member. LED Update: Dr. Varner called for an update from Public Works Director Gary Gilot on the LED Project. Council Member Puzzello noted that she provided an brief email update to the Council on this topic (copy attached). Public Works Director Gary Gilot then reviewed a handout entitled "Summary of Respondents to the Guaranteed Energy Savings Contract for Traffic Signal Improvements" (copy attached). He summarized the information submitted from: ESG {Energy Systems Group JCI (Johnson Controls Incorporated Mr. Gilot stated that a team has been assembled which includes representatives from the Board of Public Works, Traffic and Lighting and the Council. They have met and are also working with a Notre Dame class. Members. Approximately thirty (30) notices were sent out which included all entities listed with the State of Indiana. Interviews with the two (2) companies who have submitted information will take place on April 10, 2007. A Project Manager will use a scoring matrix which will be given to the Council. The best proposal will be recommended. Monthly updates will be given to the Council. A notebook is being assembled containing information which the Council could review. Negotiations may address the proposed scope of the work, public safety add-ons, system related upgrades; up to 15% far unrelated permitted work permitted under state statutes or savings to the taxpayers. Public Works and Property Vacation Committee Agri[ 9, 20x7 Page 2 In response to a question from Council Member White, Mr. Gilot stated that the projected savings is less than originally forecasted since the State of Indiana has prodded LED bulbs for all state intersections as part of the contract involving our area and LaPorte. Council Member Kelly noted that Johnson Controls has been very effective in their operations at the Century Center. Mr. Gilot stated that bath companies are very well respected and that he plans to contact the City of Evansville which has had work done in this area. Council Member Puzzello noted that the notebook of information should be ready by Tuesday. In response to a question from Dr. Varner, it was noted that the matrix should be ready by Wednesday. Miscellaneous Business; Under miscellaneous business, Dr. Varner Hated that IU South Bend is hosting a presentation on "South Bend Nonprofits: Scope and Dimensions" on Tuesday, May 1, 2007 at 8 a.m. (copy attached). He noted that he has asked the Council Attorney to attend since he will be unable to do so, and encourage others to attend also.
