It is the staffls opinion that: {1) The vacation would not binder the growth or orderly deveEopment of the unit ar neighborhood in which it is located or to which it is contiguous. The a(leys will be vacated in order to construct a new parking area for S� Joseph High School, which will be iocated immediately to the east across St. Louis Boulevard.� Aecording to the current plans, the new parking area will be accessed from Madison Street;and thereforo,the current access provided by the existing alleys will no tonger be needed.. " (2) The vacation wauld not make access to the lancls of the aggrieved person by means of " public way difficult or inconvenien� Curretrt plans show two access points for the new parkiag area along Madison Street.
