Agenda: Bill No. 11-31 — BPW"Block Party" Rules
Chairperson LaFountain calied the Personnel and Finance Committee Meeting to order at 4:50
p.m. He stated that this bill was initiated by the Administration. The bill narrows the criteria,
which must be met to allow the closing of a street for a block party. Fees have also been raised
to better reflect the cost incurred by city departments once the permit is granted by the BPW.
Chairperson LaFountain recognized Gary Gilot who proceeded to make the city's case for
change. Gary said the number of requests had increased by over 50% in the past year. More
importantly the original intent of the closure request, that is for a neighborhood party, had been
lost. Birthday parties, reunions and such now represent the majority of request. Basically, they
cannot be denied because the current statute allows them. So to avoid squabbles among
neighbors and late night noise complaints and to treat everyone fairly the bar should be raised.
� Tony Trinka advised collecting a security deposit, refundable if there are no problems. Murray
Miller said the criteria needs more discussion and should be continued. Councilmember Varner
moved to continue until May 23, 2011. Councilmember White seconded and all agreed.
There being no further business to come before the committee at this time, Chairperson
LaFountain adjourned the meeting at 5:12 p.m.
