Chairperson White who has led the Council effort to address quality of life issues in neighborhoods recounted the Council's effort to devise an effective sustainable plan to abate the scourge of graffiti on both public and private property. She noted that a special task force formed by the Mayor had suggested a plan for abatement. Having estimated a cost to implement the plan, the city was now ready to ask for funding approval. Karen reorganized Park Superintendant Phil St. Clair who then outlined the plan and explained the costs. Phil sought approval of nearly $200,000. The first year would involve$80-100K for equipment and about$100K for labor costs. Key to the plan is coordinate efforts among the Park Department, Police Department, and Code Enforcement. Parks would begin with "tagged" public property. Chief Boykins would coordinate reporting of graffiti and utilize the efforts of up to 11 youths hired to clean up private property. They would begin by June 13, 2011. Chief Boykins added that the public could report graffiti either on-line or a special hotline. Catherine Toppel, from Code, said her staff's efforts were restricted to certain areas in that the federal"weed & seed" money funding the effort came with that restriction. Kathy Cekanski— Farrand reported that no new local ordinances were needed in that State Law sufficed. Citizen member Kyle Chamberlin asked if the graffiti was gang related or simple"tagging." Chief Boykins said, both, and promised to supply a graffiti gang symbol chart. With no further discussion, Chairperson White asked for a Committee recommendation. Councilmember Rouse motioned Bill No. 23-11 be sent favorably. Ann Puzzello seconded and all affirmed.
