The Board of Public Safety met in the Public Agenda Session at 8:02 a.m, on Wednesday, May 18,
2011 with Board Members Patrick D. Cottrell, Laura Vasquez and Eddie Miller present. Board
President Juanita Dempsey and Member Bruce BonDurant were absent. Also present were Board
Attorney Thomas Bodnar, Police Chief Daryl Boykins, and Assistant Fire Chief Mark Nowicki.
The meeting was held in the Roll Call Room, South Bend Police Department, 701 W. Sample St.,
South Bend, Indiana.
Board members discussed the following items from the agenda:
- Police Selection Panel
Police Chief Daryl Boykins informed the Board that two of the officers being recommended
for employment are not from Indiana and one of them, Brandon Stec, will need to go through
Indiana criminal law training. The other officer, Adonis Joseph, is an employee of the St.
Joseph County Jail and has already been through the training program.
- Employee of the Month — March 2011
Chief Boykins stated that Patrolman James Burns has been selected as Employee of the
Month for his diligence in the pursuit of a car thief. The Chief noted that a woman left her
car running with the keys inside and an infant strapped into a car seat in the back while she
ran inside a business. When she went into the business, her car was stolen with the infant
inside. Patrolman Burns responded and was able to locate the vehicle at the Park Jefferson
apartments by driving around the parking lot and observing the car with the infant still in the
car within fifteen minutes.
Accept Donation
Chief Boykins informed the Board that the donation from Mr. Robert Nichols II, on behalf of
Mayor Stephen Luecke was for performing the service at Mr. Nichols wedding. Mayor
Luecke requested a donation be made to the Police Department PAL program in lieu of
payment to him.
Addition to the Agenda
Mr. Bodnar, Legal Department, noted the addition to the agenda of new General Orders
regarding Take Home Vehicle Program Fees.
ADJOURNMENT
There being no further business to come before the Board, Mr. Cottrell declared the meeting
adjourned at 8:15 a.m.

POLICE SELECTION PANEL

The Police Selection Panel met at 8:29 a.m. on Wednesday, May 18, 2011 in the Roll Call Room,
South Bend Police Department, 701 W. Sample St., South Bend, Indiana, for the purpose of
formulating a recommendation to be made to the Board of Public Safety. Board Members Patrick
Cottrell, Laura Vasquez and Eddie Miller were present. Board President Juanita Dempsey and
Member Bruce BonDurant were absent. Also present were Board Attorney Thomas Bodnar, Police
Chief Darryl Boykins, and Assistant Fire Chief Mark Nowicki. Upon a motion by Mr. Bodnar,
seconded by Mr. Cottrell and carried, the recommendation from Police Chief Boykins to appoint
Corey Calvert, Adonis Joseph, Casey Hof, Matthew Weller, and Brandon Stec to the South Bend
Police Department as probationary employees for a period of one (1) year, effective May 31, 2011,
was approved. The Police Selection Panel adjourned at 8:31 a.m.

EXECUTIVE SESSION
MAY 18, 2011
The Board of Public Safety met in the Executive Session on May 18, 2011, at 8:40 a.m. The meeting
was held in the Police Chief's Conference Room, South Bend Police Department, 701 W. Sample
St., South Bend, Indiana, for the purposes specified in I.C. 5- 14- 1.5 -6.1 (b)(6) (A). Board Members
Patrick Cottrell, Laura Vasquez and Eddie Miller were present. Board President Juanita Dempsey
and Member Bruce BonDurant were absent. Also present were Board Attorney Thomas Bodnar,
Police Chief Darryl Boykins, and Assistant Fire Chief Mark Nowicki. Board members did not
discuss any subject matter other than the subject matter as specified in the Public Notice. The
meeting adjourned at 9:05 a.m.

The Board of Public Safety met in the regular meeting at 9:15 a.m. on Wednesday, May 18, 2011,
with Board Members Patrick Cottrell, Laura Vasquez and Eddie Miller present. Board President
Juanita Dempsey and Member Bruce BonDurant were absent. Also present were Board Attorney
Thomas Bodnar, Police Chief Darryl Boykins, and Assistant Fire Chief Mark Nowicki.
The meeting was held in the Roll Call Room, South Bend Police Department, 701 W. Sample St.,
South Bend, Indiana.
ACCEPT MINUTES OF PREVIOUS MEETING
Mr. Cottrell stated that unless there were any objections, the Minutes of the April 13, 2011 meeting
would be accepted as presented.
POLICE DEPARTMENT
ACCEPT AND APPROVE RECOMMENDATION OF POLICE SELECTION PANEL
Upon a motion by Ms. Vasquez, seconded by Mr. Miller and carried, the recommendation of Police
Chief Daryl Boykins and the Police Selection Panel, that Corey Calvert, Adonis Joseph, Casey Hof,
Matthew Weller, and Brandon Stec be accepted for employment as probationary police officers with
the South Bend Police Department for a probationary period of one (1) year, beginning May 31, 2011
was approved.

Mr. John Voorde, City Clerk, was present and administered the Oath of Office for the swearing in of
the above officers. Chief Boykins j oined the Board in congratulating the newly sworn in officers and
wishing them well in their endeavors with the South Bend Police Department.

In a letter to the Board, Chief Boykins recommended that Patrolman 2 n Class Nicholas McKinley be
promoted from the rank of Patrolman 2nd Class to the rank of Patrolman 1 st Class effective May 21,
2011. Chief Boykins noted that the officer has successfully completed three (3) years of service with
the South Bend Police Department. Upon a motion made by Ms. Vasquez, seconded by Mr. Miller
and carried, the Board accepted and approved the recommendation for the promotion.
ACCEPT AND APPROVE RETIREMENT — DOUG BAGARUS
President Dempsey advised that Chief Darryl Boykins has submitted to the Board the Application
and Declaration for Retirement for Sergeant Doug Bagarus effective May 27, 2011. Chief Boykins
noted that he has served the Department with loyalty and distinction during the last thirty -two (32)
years, nine (9) months and four (4) days. Sergeant Bagarus thanked the Board and the Police Chief
for their work. He stated he had a good thirty -two years on the department. Chief Boykins noted that

Sergeant Bagarus helped establish the fitness program for the Police Department and set up the gym.
Mr. Cottrell stated that he worked with Doug before and he's a good man. Chief Boykins joined the
Board in thanking him for his commitment, dedication and years of distinguished service to the
South Bend Police Department and the citizens of South Bend. Upon a motion made by Ms.
Vasquez, seconded by Mr. Miller and carried, the retirement was accepted and approved.
ACCEPT AND APPROVE DEMOTION REQUEST RONALD NOWICKI
In a letter to the Board, Chief Boykins requested the Board honor the request from Sergeant Ronald
Nowicki that he be demoted to the rank of Patrolman 1st Class effective May 18, 2011. Chief
Boykin stated in his letter the request was for personal reasons. Upon a motion made by Ms.
Vasquez, seconded by Mr. Miller and carried, the requested demotion was approved.
ACCEPT CORRECTION TO EMPLOYEE OF THE MONTH — FEBRUARY 2011— TERRANCE
SANTA
In a letter to the Board, Chief Boykins informed the Board of an error in the paperwork for his
recommendation for employee of the month for February, 2011. On April 13, 2011, the Board
accepted the recommendation of Chief Boykins to name Patrolman 1st Class Terrance Santa as
Employee of the Month for January, 2011. Patrolman Santa should have been named Employee of
the Month for February, not January. The Board accepted the correction to the record, naming
Patrolman Santa as Employee of the Month for February 2011.
ACCEPT AND FILE RECOMMENDATION FOR EMPLOYEE OF THE MONTH — MARCH
2011 —JAMES BURNS
In a letter to the Board, Chief Boykins stated that Patrolman I" Class James Burns was selected as
Employee of the Month for March 2011. The award is to recognize officers, civilian employees, on
the South Bend Police Department who have demonstrated actions noted by supervisors or citizens
from both a professional law enforcement position and in support of the community policing efforts
with citizens of South Bend. Chief Boykins noted that Patrolman Burns did an outstanding job using
good observation to locate and recover a stolen vehicle with a child inside. There being no further
discussion, Mr. Cottrell stated the recommendation would be accepted for filing.
ACCEPT AND FILE DONATION TO SOUTH BEND POLICE DEPARTMENT
Chief Boykins, Police Department, advised the Board of a generous donation made to the South
Bend Police Department PAL Program by Mr. Robert Nichols II in the name of Mayor Stephen
Luecke, in the amount of $250.00. There being no further discussion, the letter of donation was
accepted and filed.
ACCEPT AND FILE DONATION TO SOUTH BEND POLICE DEPARTMENT
Chief Boykins, Police Department, advised the Board of a generous donation made to the South
Bend Police Department PAL Program by Steel Warehouse in the amount of $100.00. There being
no further discussion, the letter of donation was accepted and filed.
FILING OF QUARTERLY REPORT FOR SPECIALIZED TRAINING JANUARY
FEBRUARY, AND MARCH 2011
Captain Dave Hecklinski, Training Division, South Bend Police Department, submitted to the Board
a written Quarterly Report for Specialized Training for the period of January, February, and March
2011. The report indicated the specialized training attended; the names of the officers who attended
and the costs involved. There being no questions concerning this report, the Quarterly Report for
Specialized Training as submitted was accepted and filed.
FILING OF MONTHLY STATISTICAL ANALYSIS REPORT — APRIL 2011
President Dempsey indicated that unless there were questions or objections by members of the
Board, the statistical analysis report for the month of July 2010, as submitted by the Police
Department, would be accepted for filing. There being no objections, the following report was
accepted for filing:

ACCEPT AND FILE NEW GENERAL ORDERS REGARDING TAKE -HOME VEHICLE
PROGRAM FEES
Mr. Cottrell stated unless there were questions, the Board would accept for filing the new General
Orders regarding the Take -Home Vehicle Program Fees.

FILING OF TRAVEL AND TRAINING EXPENSE REPORT — JANUARY FEBRUARY
MARCH AND APRIL 2011
Fire Chief Howard Buchanon presented the Travel and Training Expense Report for the Fire
Department for the months of January, February, March, and April for filing. The report details the
expenses entailed for travel and training during those months. There being no further questions, the
Board accepted the report for filing as presented.
