HomeMy WebLinkAbout05-22-06 Community & Economic DevelopmentCOMMUNITYAND ECONOMIC DEVELOPMENT COMMITTEE 2006 Common Council The May 22, 2006 meeting of the Community and Economic Development Committee was called to order by its Chairperson, Councilmember Roland Kelly, at 4:00 p.m. in the Council Informal Meeting Roam. Persons in attendance included Council Members Kelly, Puzzello, Professor Martin Wolfson, Citizen Member on the Community and Economic Development Committee, Bob Mathia ,Community and Economic Development, and Mike Urbanski, Garden Homes. Bill No. 06-45 Tax Abatement .... 3425 West Lathro Drive -McCormick & Company (personal Property) Presented by Bab Mathia of Economic Development who described the petition for personal property abatement adding the Redevelopment committee reviewed the petition favorable. A representative form McCormick, Tony Cuskaden, described the expansion and 13 million dollars in equipment along with 48 new jobs the project brings to the city. McCormick is to use local labor to expand. Martin Wolfson painted out the fact that the personal property statute does not have a social benefit point scheme as does the real property requirements. Agreement was reached this should be explored. Wolfson congratulated McCormick on their wage scale. Councilmember Puzzello made a motion, seconded by Citizen Member Martin Wolfson that Sill No. 06-45 be recommended favorably to Council. The motion passed. Bill No 06-46 Tax Abatement -Various Addresses Lindenwood Dr. South, N. Hill Street Kalorama St. W. 3efferson Liston St. St. Louis Street and Howard Street (Residential_Paro e This is a petition from Garden Homes, represented by Mike Urbanski, for real property tax abatement for 20 homes in the West Washington -Chapin Area and the NNE. Bob Mathia said the Redevelopment Commission recommends this bill Favorable to Council. Councilmember Puzzello made a motion, seconded by Citizen Member Martin Wolfson that Bill No. 06-46 be recommended favorable to Council. The motion passed. Bill No. 06-47 HUD Economic Develo ment Initiative Grant This bill is continued until the June 12, 2005 meeting at the request of the petitioner. Councilmember Kelly then adjourned the meeting at 4:19 p.m. Res ectfully submitted, ~, Councilmember Roland Kelly, Chairperson, Community and Economic Development Committee PERSONNEL AND FINANCE COMMITTEE 2006 Common Council The May 22, 2006 meeting of the Personnel and Finance Committee was called or order by its Chairperson, Council Member Charlotte D. Pfeifer at 5:00 p.m. in the Council Informal Meeting Room. Persons in attendance included Councilmember's Pfeifer, White, Varner Puzzello, Kelly Rouse and Dieter. Citizen Member Nikki Hutchinson and Chief Assistant City Attorney Aladean DeRose. Absent: Councilmember Erv Kuspa Bill No. 28-06 -Amend Code Chapter 2 Article 18, Set and Ad_just_Fees for Documents and Services: (Substitute) Presenter Tom Bodnar explained the four changes, all monetary charges, in substitute bill. Councilmember Dieter suggested the city look into towing and charging with its own trucks. Brief comments followed. Councilmember Varner made a motion, seconded by Councilmember White that Bi1128-06 be recommended favorably to Council. The motion passed. Bill 29-06 -Amend Code Chapter 2_A_rticle 9, Human Rights Ordinance by the Inclusions of New Provisions Addressing__Gender Identity and Sexual Orientation. A date for the public hearing and third reading on this bill will be set at the June 12, 2006 Meeting of the Council. Bill 31-06 - 206 Tax Anticinatiun Time Warrants City Controller Catherine Fanello explained the need to authorize and sell tax anticipation warrants to cover a delay in property tax distributions. Councilmember White made a motion, seconded by Councilmember Varner that Bi1131-06 be recommended favorably to Council. The motion passed. Bill No. 06-45 - Appointing a Negotiator for the 2006 Teamster Nei©tiations Jeff Jankowski, Deputy City Attorney, explained the need to authorize the appointment of a committee to negotiate a contract agreement with City workers covered under the Teamsters Union. Councilmember White made a motion, seconded by Councilmember Varner that Bi1106-48 be recommended favorable to the Council. The motion passed. Councilmember Pfeifer asked whether Saturday morning budget hearings with departzx~ent heads would be more productive and also increase chances for the public to participate, than weekday afternoon or evenings. Catherine Fanello advised the City would not be ready for reviews until early August. She also proposed the use of C.D. laptops to review departmental budgets. Councilmember Pfeifer said she will check with everyone and hopefully assign a beginning of the hearings. Pfeifer, Chairperson Personnel & Finance Committee JV/mbw PARKS, RECREATION, CULTURAL ARTS & ENTERTAINMENT (PARC1 COMMITTEE The May 22, 2006 meeting of the Parks, Arts Recreation and Culture (PARC) Committee was called to order by its Chairperson, Councilmember Derek D. Dieter at 4:20 p.m. in the Council Informal Meeting Room. Persons in attendance included Councilmember Dieter, Puzzello, Kirsits and Citizen Member Charles A. Shock. Calle~e Football Hall of Faaixae Update: Update on College Football Hall of Fame from Rick Walls, Executive Director. Rick emphasized the cost cutting and revenue enhancing activities at the Hall of Fame. He said the contract with the city was near finalization, the stumbling point being services covered by Century Center. He said the 15c quarter financials would be ready by the end of the week. Dieter referenced a "USA Today" article describing the NFF sponsored "Play it Srnart" program emphasizing academic success as well as sports for high school age youth at selected spots around the country. Funding an expanded program is the challenge. Dieter, Rouse, Varner and Pfeifer expressed a strong desire (mandate) to make available the program to all South Bend High Schools, not simply Clay as is now the case.
