Pfeifer at 4:00 p.m. in the Council Informal Meeting Raom. Persons in attendance included Councilmembers Kirsits, Puzzello, White, Varner, Kelly and Citizen Member Nikki Hutchinson. Absent: Councilmember Kuspa, Rouse and Dieter OPPOSED Bill N©. 29-06 -Amend Code Cha ter 2 Article 9 Human Ri hts Ordinance h the Inclusions of New Provisions Addressin Gender Tdenti and Sexual Orientation. Dr. Philip Sutton, 528 Ostemo, South Bend, Indiana, NARTH.com, stated that he counsels unwanted homosexual feelings. Homosexual identity is not innate, not immutable. Homosexuality is a disorder and should be treated as such. Homosexuality is dangerous to your health, both physical & mental. He stated that Bi1129-06 in unenforceable. If recognized as a disorder, sexual preference or homosexuality can be changed. It is a behavior not an innate condition. Handout Jan Tarma, RN, (No address given) There is no genetic proof for homosexuality. It is a behavior of choice, a disorder. Health care costs skyrocket in homosexual communities. IN FAVOR Catherine Pittman stated that South Bend like all of society is diverse. Intolereance is commonplace. Acceptance is needed far an open, accepting city. Les Lamon -Director of Civil Rights Heritage Center at IUSB, argument far schould be logical not based on emotion. Stereotyping leads to discrimination. Handout Gayle Beaterman Elizabeth Mooney -sex therapist, researcher, teacher. (7 years Kinsey) Sexual preference, choice, and lifestyle do not exist. How and wheredo vve get our sexuality? Genome studies indicate genetic links. Mike Keene, 1012 Riverside Drive, South Bend, Indiana, Urban sociologist. He stated that there is a positive relationship between economic vitality and diversity and dignity and diversity. Henry Mascott, (no address given) stated that the business community supparts diversity and tolerance. Jackie Needus, (no address given}, 9th District Councilmember, Indianapolis, Indiana stated that his district is a diverse district. He related experiences in Indianapolis as they adopted GLBT language in their Human Rights Ordinance. Dr. Stacy Davis, (no address given), Graduate University of Notre Dame, 1993, stated that there needs to be a study of bills language to make a point. She noted that religion is a choice and preceent for protection. She believes that there should be equal protection under the law. Astrid Henry, (no address given}, stated that enforceability not an issue. Business' have accepted diversity. Approximately 92% of the Fortune 500 companies prohibit discrimination based on sexual preference. Human rights are not special rights.
