HomeMy WebLinkAboutNo. 2864 approving/authorizing the execution of an amendment to the addendum to the Master Agency Agreement (Two Way Traffic Plan - Lafayette & William - Supplement #1)RESOLUTION NO. 2864 RESOLUTION OF THE SOUTH BEND REDEVELOPMENT COMMISSION APPROVING AND AUTHORIZING THE EXECUTION OF AN AMENDMENT TO THE ADDENDUM TO THE MASTER AGENCY AGREEMENT (Two Way Traffic Plan - Lafayette and William - Supplement #1) 2864 -11 WHEREAS, effective January 1, 2011, the South Bend Department of Redevelopment, acting by and through its Redevelopment Commission (the "Commission ") and the South Bend Board of Public Works (the "BPW ") entered into a Master Agency Agreement which authorized the BPW to act as agent for and on behalf of the Commission for certain projects during 2011; and WHEREAS, effective January 1, 2011, the Commission and the BPW entered into a Master Agency Agreement which authorized the BPW to act as agent for and on behalf of the Commission for the limited purpose of contracting for and managing the %� completion of existing Projects; and WHEREAS, pursuant to the Master Agency Agreement, the Commission added the Two Way Traffic Plan - Lafayette and William to the Master Agency Agreement by way of an Addendum on February 5, 2010; and WHEREAS, the Commission desires to amend the Addendum by way of this Amendment. NOW, THEREFORE, BE IT RESOLVED by the South Bend Redevelopment Commission as follows: Section 1. The Commission hereby approves the Amendment to the Addendum to the Master Agency Agreement (Two Way Traffic Plan - Lafayette and IcWilliam - Supplement #1) and hereby authorizes its execution in substantially the form attached hereto with such changes as the Commission may deem necessary or appropriate upon the advice of counsel, said execution thereof to be conclusive evidence of the Commission's approval of such changes. The Clerk is hereby directed to file a copy of this Amendment to the Addendum with the BPW. Section 2. This Resolution shall be in full force and effect after its adoption by the Commission. Section 3. Commission staff members are authorized to execute on behalf of the Commission any documents necessary to carry out the intent of this resolution. King Secretary South Bend Redevelopment Commission A AMENDMENT TO THE ADDENDUM TO THE MASTER AGENCY AGREEMENT (Two Way Traffic Plan - Lafayette and William - Supplement #1) 2864 -11 This Amendment to the Addendum to the Master Agency Agreement (this "Amendment "), made and entered into as of the 25th day of April, 2011, by and between the South Bend Department of Redevelopment, acting by and through its Redevelopment Commission (the "Commission ") and the City of South Bend, Indiana, a municipal corporation duly organized and existing pursuant to the laws of the State of Indiana, acting by and through its Board of Public Works (the "BPW ") for purposes of the Commission designating the BPW to act as the Commission's agent to undertake the Two Way Traffic Plan - Lafayette and William - Supplement #1 (the "Project "). C9 NOW, THEREFORE, in consideration of the mutual covenants and promises contained herein, and for other good and valuable consideration, the receipt of which is hereby acknowledged, the BPW and the Commission agree as follows: The Commission hereby empowers and appoints the BPW, pursuant to the Master Agency Agreement, to act as the Commission's agent for the limited purpose of contracting for and managing the completion of the Project, the scope of said Project being originally described in "Exhibit A ", and now amended as described in "Exhibit B ", attached hereto and made a part hereof. 2. All of the terms and conditions of the Master Agency Agreement shall control this appointment and this Addendum shall be attached to the Master Agency Agreement. 3. Commission staff members are authorized to execute on behalf of the Commission any documents necessary to carry out the intent of this resolution. (WPI) regarding the traffic evaluation and striping plans for the William Street and Lafayette Boulevard Two Way Traffic Study Area. With the completion of the conceptual streetscape improvements in the study area, the corridor analysis should now be prepared before the City implements two -way traffic on both William Street, and Lafayette Boulevard Keeping that in mind, we are very pleased to provide you with the following proposal for your consideration: PROJECT UNDERSTANDING WP understands the City of South Bend would like to convert both William Street and Lafayette Boulevard from one -way streets to two -way streets. In order to insure this is done properly, the City desires a corridor analysis be performed to determine the best configuration of the new roadways. This analysis would need to include traffic modeling of the two corridors along with an evaluation of the existing infrastructure, including existing signal equipment. As part of the final report, recommendations will need to be made as to the recommended traffic control at the intersections within the study area (i.e. traffic signal, 4 -way stop, etc.), along with a striping plan for the two roadways. The City also desires an estimate of the cost to implement the plan. A preliminary estimate will also need to be prepared to serve as a place holder in the City's annual budget. V'�/1;HTfl ETRI E SURVEYING ENGINEERING ENVIRONMENTAL LANDSCAPE ARCHITECTURE City of South Bend William and Lafayette Two -Way Conversion December 7, 2009 Page 2 of 5 SCOPE OF SERVICES TASK 1- PROJECT MANAGEMENT This task will include overall project management for the tasks listed below. In addition, three meetings with the City are included to discuss the project as needed and to discuss the results of the study. TASK 2 - TOPOGRAPHIC SURVEY A. FIELD SURVEY (LAFAYETTE BLVD. LIMITS) A limited topographic survey will be performed in the area. The survey will be limited to the geometric locations at intersections where GIS data is not clear: • South limit - South Street and Lafayette Blvd. intersection. • North limit - Madison Street and Lafayette Blvd. intersection. • Extreme limits - Existing travel portion of roadway • Location of manholes as needed B. TOPOGRAPHIC FIELD SURVEY (WILLIAM STREET LIMITS) A limited topographic survey will be performed in the area. The survey will be limited to the geometric locations at intersections where GIS data is not clear: • South limit - The dead end of William Street at Coveleski Stadium. • North limit - William Street and Madison Street intersection. • Extreme limits - Existing travel portion of roadway • Location of manholes as needed Property lines will be based upon City /County GIS Data. In addition to the above, limited topographic information for intersections where the existing grade may be a concern will also be collected to determine the existing pavement cross slopes. These areas will need to be identified by the City and WP staff prior to starting the survey component of the project. TASK 3 - DATA COLLECTION This task will consist of the necessary data collection to perform the required analyses to complete the corridor study. The data collection items anticipated and included in this fee proposal are as follows: 1. 12 -hour (6 am to 6 pm) intersection turning movement counts for all intersections within the proposed corridor study area. 12 -hour counts will be necessary to perform the requested traffic signal warrant analyses at the study area intersections. The general study area includes a total of 17 intersections, and is generally as described below: • William Street from Western Ave. to Lincolnway • Lafayette Blvd. from South St. to one block north of Lincolnway City of South Bend William and Lafayette Two -Way Conversion December 7, 2009 Page 3 of 5 2. Obtain and review existing signal timing data for signalized intersections. This information will need to be provided by the City and /or INDOT. 3. Existing geometrics of the study area, including number of lanes, auxiliary lanes, turn restrictions, on- street parking, etc. TASK 4 — TRIP GENERATION, TRIP REDISTRIBUTION & TRAFFIC ASSIGNMENT This task will consist of projecting the anticipated redistribution of traffic as a result of changing William Street and Lafayette Blvd. from one -way streets to two -way streets. For this analysis, we propose to utilize the previously prepared DLZ study for Main St. /St. Joseph St. /Michigan St. two -way traffic conversion to the extent feasible. It will be important that the City Engineering office participate in reviewing the redistribution analysis prior to completing the detailed analysis of the intersections within the study area. The redistributed traffic information will then be utilized to model traffic projections at the individual intersections to project individual turning movements at each intersection within the study area. This information will be used in several of the analysis items in Task 5. For the purposes of this study, a horizon year of 2025 and an appropriate growth rate will be developed to be utilized for the projected future traffic. This matches the methodology and horizon year used in the previous DLZ study. In addition to the above redistribution, it will be important to incorporate the redevelopment of the future site located north of Coveleski Park. This task will involve projecting new traffic to /from this site and distributing it within the study area. It will be important for the City to aide in a determination of what development will occur on this site. The traffic projected from this site will be added to the future (2025) scenario. TASK 5- ANALYSIS This task will involve the analysis of two scenarios as follows: 1. Existing traffic conditions after the two -way conversion 2. Future (2025) traffic conditions with two -way conversion Note that no analysis is being proposed for the existing condition of the one -way pair. This analysis could be completed at the City's request, but is not included in the scope of this study. The analysis will be performed at all intersections within the study area for the AM and PM peak periods as determined by the traffic count data. For the analysis, a model will be developed using the Syncho 7 software. The following is a list of analyses that will be performed at each intersection within the study area: 1. Capacity analysis, including level -of- service and delay calculations 2. Queuing analysis at all approaches to the intersections 3. Evaluation and warrant analyses to determine the most suitable traffic control (i.e. traffic signal, 4 -way stop, 2 -way stop) City of South Bend William and Lafayette Two -Way Conversion December 7, 2009 460'� Page 4 of 5 4. Progression analysis along each corridor 5. Modifications to existing signal equipment if a signal will be recommended TASK 6 — REPORT This task will involve draft and final versions of the corridor study report. The report will outline the conclusions reached as a result of the analyses and make geometric and traffic control recommendations for each intersection within the study area, including signal upgrades necessary as a result of the conversion. The report will also include a conceptual corridor striping plan for both William Street and Lafayette Blvd. The draft report will be submitted to the City for initial review. After comments are received, the report will be revised to address comments and a final draft will be prepared. TASK 7 — PRELIMINARY CONSTRUCTION COST ESTIMATE The first task will include a preliminary estimate of the construction costs associated with converting both Williams St. and Lafayette Blvd. for the City to utilize for budgetary purposes. The preliminary cost estimate will be updated after the City has reviewed the report and has agreed to the recommended improvements. FEES The total lump sum fee to provide the tasks outlined in the Scope of Services is as follows: 8 700.00 Task 1 — Project Management $ Task 2 — Topographic Survey $ 6,000.00 Task 3 — Data Collection $26,760.00 Task 4 — Trip Redistribution & Traffic Assignment $23,360.00 Task 5 — Analysis $36,120.00 Task 6 — Report $23,700.00 Task 7 — Preliminary Construction Cost Estimates $ 2.720.00 Total Professional Services Lump Sum Fee: $127,360.00 EXCLUSIONS Be advised that the services and fees quoted above do not include the following activities or services: 1.
