The Board of Public Safety met in the Agenda Review Session at 8:02 a.m. on Wednesday, April
13, 2011 with President Juanita Dempsey and Board Members Patrick D. Cottrell, Bruce J.
BonDurant, Laura Vasquez and Eddie Miller present. Also present were Board Attorney Thomas
Bodnar, Police Chief Darryl Bovkins, and Fire Chief Howard Buchanon.
The meeting was held in Classroom No. 1, Central Fire Station, 1222 South Michigan Street,
South Bend, Indiana.
Board members discussed the following items from the agenda:
- Addition to the Agenda
Mr. Bodnar noted the addition written on the agenda of an Indemnification Agreement
between the Fire Department, Panzica Architectural Group, and State of Tndiana
Homeland Security District 2 is no longer needed. He informed the Board that he found
out yesterday that Panziea has sold the property that the Fire Department was asking to
use for training purposes.
- Swearing In of Probationary Firefighters
Mr. Bodnar suggested the Board begin their regular meeting on the apparatus floor, lake a
recess after the swearing in of the firefighters, and reconvene back in Classroom No. 1 to
finish the meeting so the ceremony for the swearing in could continue for the public
without delay. Fire Chief Buchanon stated he would like to do the Police Department
agenda items first, and then move to the Fire Department agenda items and the swearing
in of the firefighters, all on the apparatus floor. The Board agreed to keep the entire
regular meeting on the apparatus floor.
- Promotions to Patrolman 1' Class
Police Chief Darryl Boykins stated these Patrolmen would not be present and there would
not be a badge pinning ceremony, they already have their badges.
- Employee of the Month - January 2011
Police Chief Darryl Boykins stated Patrolman Terrance Santa was chosen for Employee
of the Month due to his apprehension of a burglary suspect on the southwest side of town.
Chief Boykins noted that less than one hour after the burglary, Patrolman Santa tracked
footprints from the crime scene, in the mud. a block away. Upon finding muddy shoes
outside. the Police Department surrounded the house. Once inside, the stolen items were
found and recovered. Chief Boykins noted that the suspect had just been released from
previous burglary charges.

There being no further business to come before the Board, President Dempsey declared the
meeting adjourned at 8:17 a.m.

EXECUTIVE SESSION APRIL 13. 2011 20
The Board of Public Safety met in the Executive Session on Wednesday, April 13, 2011, at 8:30
a.m. The meeting was held in Classroom No. 1, Central Fire Station, 1222 South Michigan
Street, South Bend, Indiana for the purposes specified in I.C. 5- 14- 1.5 -6.1 (b) (2) (B) and (b) (6)
(A). President Juanita Dempsey and Board Members Bruce J. BonDurant, Patrick Cottrell,
Laura Vasquez, and Eddie Miller were present. Also present were Board Attorney '11mmas
Bodnar, Police Chief Darryl BoykinN and Fire Chief Howard Buchanon. Board members did not
discuss any subject matter other than the subject matter as specified in the Public Notice. The
meeting adjourned at 9:10 a.m.

The Board of Public Safety met in the regular meeting at 9:17 a.m. on Wednesday, April 13,
2011, with President Juanita Dempsey and Board Members Bruce J. BonDurant, Patrick D.
Cottrell, Laura Vasquez and Eddie Miller present. Also present were Police Chief Darryl
Boykins, Fire Chief Howard Buchanan and Board Attorney Thomas Bodnar.
The meeting was held on the Apparatus Floor, Central Fire Station, 1222 South Michigan Street,
South Bend, Indiana.
ACCEPT MINUTES OF PREVIOES MEETINGS
President Dempsey stated unless there were objections, the minutes of the Agenda Review
Session, Executive Session, and Regular meeting of the Board held on March 16, 2011, and the
Special Meeting of March 23, 2011 would be accepted as presented.
POLICE DEPARTMENT
APPROVE PERMANENT PROMOTION —DAVID WELLS
In a letter to the Board, Chief Boykins recommended that Sergeant David Wells be promoted
permanently to the rank of Lieutenant effective May 12, 2011. Chief Boykins stated in his letter
that Sergeant Wells was placed in a special assignment as a Lieutenant in the Metro Homicide
Unit on May 12, 2010. His supervisor made an evaluation of the progress of Sergeant Wells, and
recommended permanent promotion based on his progress. Upon a motion made by Ms.
Vasquez, seconded by Mr. Miller and carried, the recommended permanent promotion was
approved.
APPROVE PERMANENT PROMOTION — PATRICK IIECHLINSKI
In a letter to the Board, Chief Boykins recommended that Patrolman Patrick Hechlinski be
promoted permanently to the rank of Sergeant effective April 28, 2011. Chief Boykins stated in
his letter that Patrolman Hechlinski was placed in a special assignment as a Sergeant in the
Crime Prevention Unit on April 28, 2010. His supervisor made an evaluation of the progress of

Patrolman Hechlinski. and recommended permanent promotion based on his progress. Upon a
motion made by Ms. Vasquez, seconded by Mr. Miller and carried, the recommended permanent
promotion was approved.
APPROVE PROMOTIONS TO PATROMAN IST CLASS

- Andrew Witt
In a letter to the Board, Chief Boykins recommended that Patrolmen 2 °d Class Eric Kelly,
Russell Lupica, Jeremy Siadc. and Andrew Witt be promoted to the rank of Patrolmen I" Class
effective April 21, 2011. Chief Boykins stated in his letter that all of the candidates have
successfully completed throe (3) years of service with the South Bend Police Department, Upon
a motion made by Ms. Vasquez, seconded by Mr. Miller and carried, the recommended
promotions were approved.
ACCEPT RESIGNATION — _EDWARD KOCZAN
In a letter to the Board, Chief Darryl Boykins stated Patrolman Edward Koczan submitted an
officer's report on March 16, 2011, serving notice of his resignation from the Police Department
effective March 31, 2011. Upon a motion by Ms. Vasquez, seconded by Mr. Miller and carried,
the resignation was accepted. President Dempsey stated on behalf of the Board members, they
wished Mr. Koczan well.
ACCEPT AND FILE DONATION TO SOUTH BEND POLICE DEPARTMENT
Chief Boykins advised the Board of a generous donation made to the South Bend Police
Department K -9 Unit by Ms. Robin Pierce of three (3) reflective K9 vests with a value of
approximately $60.00 each for a total of $180.00. There being no further discussion, the donation
was accepted and filed.
ACCEPT RECOMMENDATION FOR EMPLOYEE OF THE MONTH — JANUARY 2011
Chief Boykins stated that Patrolman V Class'1'errance Santa was selected as Employee of the
Month for January 2011. The award is to recognize officers, civilian employees, on the South
Bend Police Department who have demonstrated actions noted by supervisors or citizens from
both a professional law enforcement position and in support of the community policing efforts
with citizens of South Bend. There being no further discussion, the recommendation was
accepted for filing.
FILING OF MONTHLY STATISTICAL ANALYSIS REPORT— MARCH 7011
President Dempsey indicated that unless there were questions or objections by members of the
Board, the statistical analysis report for the month of March 2011 as submitted by the Police
Department would be accepted for filing. There being no objections, the following report was
accepted for filing:

In a letter to the Board, Chief Howard Buchanon, recommended that the above individuals be
accepted for employment on a probationary basis with the South Bend Fire Department effective
April 13, 2011. Chief Buchanon noted that all of the firefighters have successfully completed the
physical and psychological testing required by State Law_ and have been accepted into the
Indiana Firefighters 1997 Pension Fund. The local Pension Board voted unanimously to approve
these applicants for appointment to the South Bend Fire Department. Mr. BonDurant
congratulated those present on behalf of the Board and read the names of each of the firefighters.
Upon a motion made by Mr. BonDurant, seconded by Mr. Cottrell and carried, the
recommendation for the above individuals to be accepted for employment as probationary
firefighters was approved. President Dempsey congratulated the firefighters on behalf of the
Bound.
Battalion Chief John Corthier, Fire Chief Howard Buchanon, and Mr. Gregg Zientara, City
Controller, addressed those present and congratulated the new firefighters. The family members
of the firefighters were asked to join them in standing for the swearing in. Mr. John Voorde; City
Clerk, administered the Oath of Office to the above listed individuals, and Chief Buchanon
pinned their badges on. The Board wished them well in their endeavors with the South Bend Fire
Department.
FILING OF MONTFILY STATISTICAL REPOKT — FEBRUARY 2011
Chief Howard Buchanon submitted to the Board the monthly statistical report for the month of
February 2011 compiled by the Prevention/Inspection Bureau of the Fire Department.
